-6- <br /> Copies of the revised Public Improvements Assessment Policy, the detailed Fact Sheet <br /> • requested of staff at the Council 's February 4th work session, and the proposed Notice <br /> of the Hearing scheduling the hearing on the reconstruction of St. Anthony Boulevard <br /> March 25th, had been included in the agenda packet and the Manager had distributed <br /> before the meeting copies of the proposed amendment Cf) to Section 2.7 of the <br /> Assessment Policy, which he indicated had been based on his conversation with the <br /> City Attorney regarding the changes proposed by the Council . <br /> As a point of clarification, Councilmember Marks suggested inserting "load carrying <br /> axle weight capacity" after "ton" in both the Policy and Notice of the Hearing. <br /> Councilmember Makowske suggested adding the words "odd shaped, cul du sac lots, and <br /> lots on winding streets" as clarification of the "special circumstances" in Cb) <br /> under Section 2.2 of the Policy. Councilmember Ranallo's addition of the statement <br /> "non-residential property owners would pay for both sides of the street" to the <br /> paragraph describing corner lot assessments was also accepted and the wording of the <br /> paragraph headed "Sidewalks" was revised to indicate that residents who wished <br /> to replace the sidewalks on their properties should make their own arrangements <br /> with the contractors to do so. The $10.50 per foot street assessment in the <br /> original paragraph remained as written. <br /> Staff had tentatively proposed a 5% discount for full prepayment of the assessment <br /> which Councilmember Enrooth indicated he would like to see changed to 10%. This <br /> change was supported by the Mayor and Councilmember Marks, but Councilmembers <br /> Makowske and Ranallo indicated they perceived a 7% discount should provide enough <br /> incentive to pay off the assessments. The 10% figure prevailed in the 3 to 2 vote. <br /> 'Motion by Councilmember Marks and seconded by Councilmember Makowske to adopt <br /> • resolution 86-014, as amended. <br /> RESOLUTION 86-014 <br /> A RESOLUTION ESTABLISHING PUBLIC IMPROVEMENTS <br /> ASSESSMENT POLICY FOR THE CITY OF ST. ANTHONY <br /> Motion carried unanimously. <br /> Motion by Councilmember Marks and seconded by Councilmember Makowske to adopt the <br /> resolution which would schedule a public hearing for 8:30 P.M. during the Council 's <br /> March 25, 1986 meeting to consider construction of a new street of 9 ton load carry- <br /> ing axle weight capacity design and 36 foot width to include a new curb and gutter, <br /> bituminous street surface and associat ed­catch basin, , storm sewer and other <br /> repairs -on St. Anthony Boulevard between Stinson Boulevard and Silver Lake Road at <br /> an estimated cost of $440,000. <br /> RESOLUTION 86-015 <br /> A RESOLUTION CALLING FOR A PUBLIC HEARING REGARDING <br /> STREET CONSTRUCTION IMPROVEMENTS ON ST. ANTHONY BOULEVARD <br /> Motion carried unanimously. <br /> When the City Attorney had submitted the ordinance amendment he had been requested <br /> to develop to change the term of office of the Mayor from two to four years, he had <br /> also advised that the lengthy transitional provisions of the existing ordinance would <br /> be eliminated with the amendment. <br />
