-6- <br /> Selection of Engineer for Foss Road Lift Station Replacement Deferred <br /> • In his November 12th memorandum, Public Works Director Hamer had suggested it <br /> might be more cost effective to retain Short-Elliott-Hendrickson, Inc. to update <br /> their 1979 evaluation of the above project than to have another firm do the <br /> preliminary studies. Mr. Hamer had also reported that the engineer's recommendation <br /> upon which the City had made adjustments in the lift station in 1979 had not <br /> corrected the problem with the curve, capacity or condition of the pumps, controls, <br /> dry wells, etc. Mr. Childs indicated staff knew the Council was not too happy <br /> with the past performance of the engineering firm, but the Public Works Director <br /> was more comfortable with having them do this job after talking to Mr. Christopherson <br /> who would be in charge of the project. The Manager said Mr. Hamer had also <br /> taken into consideration the fact that much of the pertinent background information <br /> had been developed by Short-Elliott-Hendrickson. <br /> Council Reaction <br /> Ranallo - indicted he had never been happy with the engineering firm because <br /> of their "ineptness" on other City projects as well as the lift <br /> station; <br /> wondered what it would cost to have another engineering firm do <br /> the study. <br /> Enrooth - said he wasn't certain the City should spend as much as $4,500 to <br /> $5,000 to have another firm do the study if the same information <br /> could be provided by Short-Elliott-Hendrickson for $2,500. <br /> • Makowske - said if Mr. Hamer was comfortable with having Mr. Christopherson <br /> take responsibility for the study, she had no problem with staying <br /> with that firm but would have no objections to seeking proposals <br /> from other engineering firms. <br /> Marks - agreed that considering the problems the City had with the firm, <br /> it would not be inappropriate to at least check out other firms <br /> to see if the study couldn't- be done without too much additional <br /> expense. <br /> Sundland - agreed that having Mr. VanWormer take over the St. Anthony Boulevard <br /> reconstruction had certainly changed the aspects of that project <br /> for the better; <br /> indicated he would have no objections to soliciting other proposals <br /> since Mr. Childs had said waiting another month would not be a major <br /> problem. <br /> Mr. Childs said in the interim he would research Happy Potato Chip's impact <br /> on the station as requested by Councilmember Enrooth. <br /> Council Action <br /> Motion by Ranallo, seconded by Makowske to table action on the Short-Elliott-Hend- <br /> rickson, Inc. proposal to develop a feasibility and cost study on the replacement <br /> of the Foss Road Lift Station and to direct staff to solicit proposals from <br /> • other engineering firms to do the study. <br /> Motion carried unanimously. <br />
