Options for advance encumberance of MSA allotments of approximately funding $42 ,000 each year for the next two years; shortage: sale of municipal state aid bonds amounting to $60,000 each year; General Obligation Bonds with principal and interest payments not to exceed annual MSA allotment; • City could lend its own funds to the project to be paid back by encumbering four years of future allotments which would probably be sufficient to do the project; at about $10 a foot under the City' s assessment policy, the cemetery could be assessed about $30,000 for 2, 800 feet; Project based on MSA rules and regulations; design: 36 foot, face to face, 9 ton axle load; 31 inch total pavement thickness; 30 mile an hour design speed.
