2 -3- <br /> 3 Motion carried unanimously. <br /> 4 <br /> 5 First Reading Approved for Amendment Changes to Sections 1010 and 1100 <br /> 6 of the 1973 Code of Ordinances <br /> 7 <br /> 8 The changes related to animal impounding and establishing a $100 fine <br /> 9 for ordinance violation had been proposed by Police Chief Hickerson in <br /> 10 his May 22nd memorandum included in the Council' s agenda packet. <br /> 11 <br /> 12 Mr. Childs added the following about the proposed changes: <br /> 13 <br /> 14 -said the Police Department perceived they would be better able to <br /> 15 handle complaints related to animal control than either the City <br /> 16 Clerk or Health Officer and having the Police Department handle <br /> 17 those complaints would provide the convenience of one department <br /> 18 processing and follow-up on the complaints; <br /> 19 <br /> 20 -told Councilmember Makowske the existing ordinance addresses the <br /> 21 destruction of all domestic animals but primarily speaks to dog <br /> 22 handling because only dogs and not cats are licensed in <br /> 23 St. Anthony; <br /> 24 <br /> 25 -added that he would anticipate the City to experience the same <br /> 26 level of public resistance to licensing cats as Minneapolis and <br /> 027 other communities who have attempted such licensing in the past. <br /> 28 <br /> 29 Council Action <br /> 30 <br /> 31 Motion by Marks, seconded by Enrooth to approve the first reading of <br /> 32 Ordinance 1987-003 . <br /> 33 <br /> 34 ORDINANCE 1987-003 <br /> 35 <br /> 36 AN ORDINANCE AMENDING SECTIONS 1010 AND 1100 <br /> 37 OF THE 1973 CODE OF ORDINANCES <br /> 38 <br /> 39 Motion carried unanimously. <br /> 40 <br /> 41 UNFINISHED BUSINESS <br /> 42 <br /> 43 Final Plat and Drainage Plan Approved for Evanson Subdivision <br /> 44 <br /> 45 Council action on the application for the subdivision without platting <br /> 46 of the above four unit subdivision located in Gardena Acres, 3500 blocks <br /> 47 of Silver Lake Road and Belden Drive had been tabled during the <br /> 48 Council' s May 26th meeting to give staff time to review the above <br /> 49 documents. <br /> 50 <br /> 51 Manager' s <br /> • 52 report: said the final plat was ready for approval subject to the <br /> 53 City Attorney' s review; <br /> 54 <br />
