t- <br /> 1 *this purchase would provide the necessary land for a reten- <br /> 2 tion pond which would enable the City to control the levels <br /> 3 and let out enough water at a time to prevent flooding. <br /> 4 Councilmember Enrooth said he could see where the existing sewer <br /> 5 system could only accommodate so much water and the City has to <br /> 6 take steps to get some control over the flow to prevent future <br /> 7 flooding problems. He said he considered Mr. Hamer' s suggestion <br /> 8 to be part of the solution to flooding problems which the Council <br /> 9 had asked staff to research. <br /> 10 *Fees or Taxes Needed to Pay for Corrective Measures <br /> 11 The Public Works Director said he thought the City Council should <br /> 12 be considering imposing users fees just as Fridley and a number <br /> 13 of other cities have to pay for updating their storm sewer system. <br /> 14 Councilmember Ranallo suggested consideration should be given <br /> 15 instead, to -bonding and taxing for the improvements because, at <br /> 16 least the taxpayers could deduct those charges from their taxes. <br /> 17 Mr. Childs indicated he would be providing further information on <br /> 18 both methods. <br /> 19 *Engineer Studying Costs of Repairing Destruction of the Mirror <br /> 20 Lake Basin <br /> •21 The City might be facing a major cost doing the above, as <br /> 22 indicated in the report furnished the Councilmembers that evening, <br /> 23 Mr. Hamer said.
