t- 1 *this purchase would provide the necessary land for a reten- 2 tion pond which would enable the City to control the levels 3 and let out enough water at a time to prevent flooding. 4 Councilmember Enrooth said he could see where the existing sewer 5 system could only accommodate so much water and the City has to 6 take steps to get some control over the flow to prevent future 7 flooding problems. He said he considered Mr. Hamer' s suggestion 8 to be part of the solution to flooding problems which the Council 9 had asked staff to research. 10 *Fees or Taxes Needed to Pay for Corrective Measures 11 The Public Works Director said he thought the City Council should 12 be considering imposing users fees just as Fridley and a number 13 of other cities have to pay for updating their storm sewer system. 14 Councilmember Ranallo suggested consideration should be given 15 instead, to -bonding and taxing for the improvements because, at 16 least the taxpayers could deduct those charges from their taxes. 17 Mr. Childs indicated he would be providing further information on 18 both methods. 19 *Engineer Studying Costs of Repairing Destruction of the Mirror 20 Lake Basin •21 The City might be facing a major cost doing the above, as 22 indicated in the report furnished the Councilmembers that evening, 23 Mr. Hamer said.
