1 Motion by Marks, seconded by Makowske to authorize the write-off of <br /> 2 $4, 153 . 80 in 1986 uncollectible checks (recognizing that even with <br /> 3 these losses, the City netted $23 ,230. 42 in profits from check <br /> 4 cashing that year) . <br /> 5 Motion carried unanimously. <br /> 6 Execution of Road Maintenance Agreement With Hennepin County <br /> 7 Authorized <br /> 8 The Council had been provided copies of the agreement whereby the <br /> 9 County would authorize the City to provide road maintenance on Silver <br /> 10 Lake Road, 37th Avenue N.E. and St. Anthony Boulevard, which are all <br /> 11 County State Aid roadways within the City' s boundaries. <br /> 12 Council Action <br /> 13 Motion by Makowske, seconded by Marks to adopt Resolution 87-027. <br /> 14 RESOLUTION 87-027 <br /> 15 A RESOLUTION AUTHORIZING THE MAYOR AND <br /> 16 CITY MANAGER TO EXECUTE THE AGREEMENT BETWEEN <br /> 17 HENNEPIN COUNTY AND THE CITY OF ST. ANTHONY <br /> 18 FOR ROAD MAINTENANCE <br /> W9 Motion carried unanimously. <br /> 20 Council Asks City Attorney to Research Pull Tab Issue Further <br /> 21 The Mayor indicated that after talking to the Lions Club Chairman, he <br /> 22 had concluded there would be no benefit discussing his <br /> 23 organization' s request to sell pull tabs in one of the City' s liquor <br /> 24 lounges without further research of the legal ramifications of <br /> 25 changing the City Ordinance to allow the games. He pointed out that <br /> 26 the City had applications from not only the Lions Club, but the St. <br /> 27 Anthony Boosters and the Animal Humane Society. <br /> 28 Mayor Sundland said the fact that St. Anthony seems to have become an <br /> 29 island surrounded by communities, including Minneapolis, who are <br /> 30 accepting pull tabs in their cities made it very difficult for the <br /> 31 City to refuse them because the City Liquor Manager has now told the <br /> 32 Council that, based on the competition around him, he did not <br /> 33 believe his liquor operation could survive as it is today without <br /> 34 permitting pull tabs. <br /> 35 Councilmember Marks indicated he was completely opposed to allowing <br /> 36 pull tabs in St. Anthony, perceiving no benefit to the City from <br /> 37 them. He pointed to an article in last Sunday' s Star Tribune which <br /> 38 showed the New Brighton Legion Club had actually only distributed 1- <br /> �39 1/2% of the more than a million dollars they had taken in from pull <br /> 21 <br />
