1 Councilmember Makowske wondered whether the fact that some vending <br /> machines were commercial uses in residential dwelling districts <br /> 3 might justify fees being charged to make up for the loss of <br /> 4 commercial taxes; and also wondered whether the fact that the City <br /> 5 had wanted to keep track of cigarette vending machine locations to <br /> 6 assure minors didn' t buy cigarettes might not have initiated the <br /> 7 licensing of vending machines. <br /> 8 In relation to whether or not he inspects multidwelling buildings to <br /> 9 ascertain their hygienic safety, Mr. Hamer told the Councilmembers he <br /> 10 does inspect swimming pools in apartment and condominium buildings <br /> 11 and has shut a few down because of sanitation problems. <br /> 12 Pat Gaughan, who was present for the H.R.A. consideration of his <br /> 13 proposal to construct two apartment buildings as the final phase of <br /> 14 the Kenzie Terrace Redevelopment Project, commented that he perceived <br /> 15 the City might be facing opposition to the imposition of fees on coin <br /> 16 operated machines which were owned and operated by the building <br /> 17 owners because, as suggested by Councilmember Marks, such fees would <br /> 18 have to be engendered by some City service. However, the <br /> 19 redeveloper said he believed it would be good City policy for St. <br /> 20 Anthony to license outside vendors machines as a way of retaining <br /> 21 community control over the machines. <br /> 22 Council Action <br /> �3 The perception that further clarification of the issues involved in <br /> 4 that particular recommendation led to the following Council action: <br /> 25 Motion by Enrooth, seconded by Makowske to approve the increase in <br /> 26 fees for licenses which are currently in existence which had been <br /> 27 recommended by the Finance Director' s September 29th memorandum but <br /> 28 to table action on the licensing of coin operated washers and dryers <br /> 29 in apartment and condominium buildings for further staff research. <br /> 30 Motion carried unanimously. <br /> 31 Police Reserve Bylaws Changes Adopted <br /> 32 Before the above changes were approved, Chief Hickerson told the <br /> 33 Mayor Pro Tem he was recommending the number of reserves be increased <br /> 34 from 10 to 12 because the party who was bringing in the additional <br /> 35 reserves had said he had that many people interested in joining the <br /> 36 reserves, although the Chief now perceived the number would now <br /> 37 probably be closer to seven. <br /> 38 Chief Hickerson indicated he expected it to cost at least $3 ,000 to <br /> 39 add to the reserve program and said the cost of retaining the old <br /> 40 squad car rather than auctioning it off would also have to be <br /> 41 counted. Mr. Childs said he perceived the Council anticipated all <br /> 42 those costs when they had made the decision to increase the reserves. <br /> • 10 <br />
