Attorney felt the variance for this sign on the drive-thru side <br /> 2 of the building could be granted on a hardship basis, that is; need for <br /> 3 identification as a drive-thru. <br /> 4 <br /> 5Councilman Enrooth observed the Council could not act on the sign variance <br /> 7 until it 'acted on the conditional use permit as recommended by the -Planning <br /> 8 _Commission. - - — - - -- - - <br /> 9 Motion by Enrooth, second by Marks to approve the conditional use permit as <br /> 10 recommended by the Planning Commission with one change, that the hours of <br /> operation will be from 10:00 A.M. to 2:00 A.M. rather than from 10:00 A.M. <br /> 11 to 1:00 A.M. <br /> 12 Roll call : Marks, Enrooth, Makowske, Sundland - aye <br /> 13 Ranallo - nay14 <br /> 15 <br /> by Makowske, second by Marks to grant a variance of 29 feet to allow <br /> 15 <br /> 16 changes necessary to have signage of 21 feet by 8 feet on the. side of the <br /> canopy at Clark's Submarine Sandwich drive-thru to indicate the. <br /> 17 py product and <br /> 18 the fact that it is a drive-thru for that product. <br /> 19 Roll call : Marks, Enrooth, Makowske, Sundland - aye <br /> 20 Ranallo - nay. <br /> 21 Public hearings regarding hours of operation will be held on October 24th, <br /> 22 November 14th and November 28th. <br /> • 23 <br /> 24 Councilmember Hakowske welcomed Clark' s to the community. <br /> 25 <br /> 26 B. Council Reports <br /> 27 <br /> 28 Councilmember Enrooth had met with the School Board and the Recreation Depart- <br /> �9 ment. He noted that both bodies has serious questions regarding the use of <br /> 30 -the building and the responsibilities of the City as landlords. He felt this <br /> 31 <br /> 32 issue must be addressed by the Council in the near future.. <br /> 33 Councilmember Marks referred the Council to the most recent edition of the <br /> 34 League of Minnesota Cities' Bulletin. It contains 'an article regarding smoke <br /> 35 detector testing, citing the St. Anthony Fire Department- as an example in <br /> 36 the article. <br /> 37 <br /> 38 Councilmember Makowske received a letter regarding bus transportation to <br /> 39 service the needs of Autumn Woods residents and the procurement of bus <br /> 4schedules. She 'also received more complaints of barking dogs. She .recog- <br /> 41 nized that neighbors are hesitant to complain and the nuisance dog ordinance <br /> 42 <br /> 43 is difficult to administer, but requested the Police Department-to aggressively <br /> 44 pursue this matter. <br /> bC: Departments and Committees <br /> 47 1 .
