Regular Council Meeting <br /> December 12, 1989 <br /> page 3 <br /> 1 recycling fees. Most of them expressed displeasure at the high. rates <br /> 2 being quoted. These rates were inserted into the recycling bins being <br /> 3 picked up at City Hall by residents. Four haulers are licensed by the <br /> 4' City to pick up recyclable materials and recycling bins. An agenda item <br /> 5 for a future Council meeting must be the disposal of yard- waste. Sue <br /> 6 VanderHeyden advised that Hennepin County will be introducing a resolution <br /> 7 on December 14th which addresses .transfer sites. <br /> 8 <br /> 9 Councilmember Ranallo reported on the December 11th meeting of the Village <br /> 10 Fest Committee. At the meeting copies of the Committee's by-law were <br /> 11 distributed and it was determined that minor changes should be made <br /> 12 regarding the Board of Directors. The Committee' s next meeting is scheduled <br /> 13 for January 8th at 7:00 p.m. . Agenda items will include election of a <br /> 14 Board of Directors and Officers, as well as appointement of a Chairperson <br /> 15 for 1991 . He noted that the Committee's official office i.s in City Hall . <br /> 16 Councilmember Ranallo invited all interested persons to attend the next <br /> 17 meeting. <br /> 18 <br /> 19 B. Departments and Committees <br /> 20 <br /> 21 Written reports were received from Hance & LeVahn regarding matters conducted <br /> 22 at the -Hennepin County District Court up .to and including November 15, 1989• <br /> 23 <br /> 24 Councilmember Marks remarked about the continuing problems associated with <br /> 25 alcohol . <br /> 26 <br /> 27 C. Requests From -LaNel Financial Group <br /> 28 <br /> 29 LaNel Financial Group has requested the City to allow LaNel to retain some <br /> 30 of the property taxes due on their project in the event that the assessed <br /> 31 value is higher than expected and the taxes due on an individual unit basis <br /> 32 exceed an amount around $1 ,200. Their project is located in a tax increment <br /> 33 district. <br /> 34 <br /> 35 The City' s consultant , Bob Thistle of Springsted Public Finance Advisors, <br /> 36 addressed some of the material included in a memo from .his firm regarding <br /> 37 this matter. Based on a review of this matter and of LaNel 's request for an . <br /> 38 additional subsidy, he felt the Council would be well -advised to wait to <br /> 39 consider this request until April at the earliest.. At that point , in time, <br /> 40 tax statements will have been received. Paul Brewer, a representative of <br /> 41 LaNel , stated that " these statements would not reflect full value -of all of <br /> 42 the project 's units_ . Councilmember Marks inquired if the developer would <br /> 43 incur any hardship if the matter were not acted on at the present time. <br /> 44 Brewer advised him the developer would not. <br /> 45 <br /> 46 Motion by Enrooth, second by Marks to table this matter. <br /> 47 <br /> • 48 Roll Call : Marks, Enrooth, Ranallo - aye <br /> 49 Makowske - abstain <br /> ' 50 <br />
