Regular Council Meeting <br /> February_ 26, 1991 <br /> page 7 <br /> • 1 The City Manager suggested if a Town Hall meeting is set that all <br /> 2 entities who have taxing authority and whose decisions will impact <br /> on property taxes have a representative at the meeting. He noted that <br /> 4 any discussion at the present time will not change this year's tax <br /> 5 statement but could have an .effect on next year's. <br /> 7 The City Manager observed that the City's "rainy day" fund is designated <br /> P to cover the City's insurance deductibles and for severances. The State' s <br /> 9 "rainy day" fund has no such designation. <br /> 1C <br /> 11 March 20th was tentatively chosen as the date for a Tax Information <br /> 12 meeting. <br /> 13 <br /> i4 3. Sewer Rates <br /> 15 The City Manager distributed an ordinance which addressed sewer rates <br /> 16 and charges. He advised the Council he had received a complaint from <br /> 17 a relatively new resident on the formula for charging- and computing <br /> 18 sewer rates. <br /> 19 <br /> 20 The City Manager stated there are three methods for billing for sewer <br /> 21 usage; actual sewer. rate, set sewer rate, or computed based on two quarters <br /> 22 of usage (fall and winter) and charge same through summer months. <br /> 23 <br /> 24 He is proposing that the quarterly charge be dropped from a 4,000 cubic <br /> 25 feet of water to .3,000 cubic feet of water rate. The Mayor felt this <br /> 26 measure would be more equitable as a new resident is being charged more <br /> 27 than the average. <br /> 28 <br /> 29 Councilmember Marks recalled a hearing held about eleven years ago which <br /> 30 addressed the whole question of equity. He said the final conclusion was <br /> 31 a difference of 25t. <br /> 32 <br /> 33 Councilmember Enrooth suggested that staff can average a bill after one <br /> 34 year and adjust for the fourth billing once an average was established. <br /> 35 An overage of payments could be credited to the balance. <br /> 36 <br /> 37 The City Manager felt this could be done but it would be an extra <br /> 38 administrative move. The Mayor requested that the account of the resident <br /> 39 who had .complained be reviewed after one year's usage. <br /> 40 <br /> 41 Motion by Marks, second by Ranallo to approve the first reading of <br /> 42 Ordinance No. 1991-002; being an ordinance relating to sewer rates <br /> 113 and charges, amending Section 540.00, Subd. 2c of the 1973 Code of <br /> 44 Ordinances. <br /> b� <br /> 46 Motion carried unanimously <br /> 47 <br /> 48 Mayor Ranallo requested this ordinance be referred to Bill Soth, City <br /> .49 Attorney, for his reviewal before the second reading. <br /> 50 <br /> • 8. PUBLIC HEARINGS <br /> There were no public hearings. <br />
