Regular Council Meeting <br /> May 14, 1991 <br /> page 6 <br /> • Councilmember Marks observed that approximately eighteen years ago <br /> 2 the property where this development is being proposed for location <br /> was zoned light industrial . This zoning was re-visited by members <br /> 4 of the City Council and of the Planning Commission and it was decided <br /> 5 to encourage residential development. Councilmember Marks felt this <br /> project was right in line with the proposal for residential deve- <br /> lopment. <br /> s� <br /> 9 Commissioner Madden advised the City Council that the proposal is for <br /> �9 condominiums rather than townhouses, as the developer does not own <br /> 11 the land. He stated that the Harstad Companies is requesting a re- <br /> 12 zoning of 3816 Foss Road from LI (light industrial) to R4 (multiple <br /> 13 dwelling) . Originally, the firm had requested a rezoning to R3 but <br /> had reconsidered the request when the question of density was raised. <br /> iy A development of two eight-plexes under the zoning category of R4, <br /> 15 condominiums, is being requested. Calculations of the square footage <br /> 16 of the proposed development. determined that it falls within the R4 <br /> 17 density requirements. <br /> 18 <br /> 19 Councilmember Marks inquired if the issue of an additional exit from <br /> 20 the development had been reviewed by staff. Burt responded that staff <br /> 21 had pursued the possibility of an additional exit point which would <br /> 22 acres Chandler Drive. This was an issue raised at a previous Council <br /> 23 meeting as well as at the April 16th Planning Commission meeting. <br /> 24 It was noted that Chandler Drive is eight feet wider than Foss Road <br /> 25 and could handle increased traffic better than Foss Road. An easement <br /> . • 26 to make a western access would require an easement being let by the <br /> 27 City. <br /> 78 <br /> 29 Burt had advised the Planning Commission members that the City needs <br /> 30 the space to park its snowplows in the summer, space for the Recycling <br /> 31 Center, space for the pole barn for the new carbon facility and space <br /> 32 for storage for the Fire Department. This easement would also reduce <br /> 33 the maintenance yard by one fourth of its present size. <br /> 34 <br /> 35 Motion by Wagner, second by Fleming to recommend approval of the request <br /> 36 to rezone the property at 3816 Foss Road from LI to R4, noting that <br /> 37 the land use would be compatible with the adjacent residential land <br /> 38 use; that neighboring citizens appeared to support the rezoning; that <br /> 39 the change would be an enhancement to the community; that no objections <br /> -40 were raised to the rezoning; and that the final approval not be <br /> 41 granted until such time as the final plat plan is approved by the City <br /> 42 Council . <br /> 1,3 <br /> 44 Motion carried unanimously <br /> bS <br /> 46 Commissioner Madden stated that the Harstad Companies were also <br /> 47 seeking approval of a preliminary plat for the 16 unit condominium <br /> 48 development at 3816 Foss Road.
