REPORTS <br /> 21 <br /> 22 A. Council Reports <br /> 23 <br /> 24 1 . Report of Councilmember Fleminct <br /> 25 Councilmember Fleming attended "The Art of Public <br /> 26 Leadership" Seminar on February 7th. She drafted <br /> 27 notes she took at the Seminar and distributed <br /> 8 copies of the notes to members of the Council . <br /> 9 <br /> 30 The highlights of the Seminar were discussed by the <br /> 31 Council . Councilmember Fleming felt it was very <br /> 32 worthwhile. <br /> 33 <br /> 34 Councilmember Fleming advised she has undertaken <br /> 35 ' the publicity for the Village Fest. <br /> 36 <br /> 37 On February 11th, Councilmember Fleming attended <br /> 38 the Regional Transit Board Forum whose purpose was <br /> 39 to evaluate potential changes to the transportation <br /> 40 system serving the metropolitan area. <br /> 41 <br /> 42 The changes addressed were for a five year <br /> 43 timeframe, 1992 through 1996. It was noted that <br /> 44 ridership on the Metropolitan Transit System has <br /> 45 decreased significantly in the last ten years. <br /> 46 Studies done suggest that former riders of. public <br /> 47 transit will return if there are incentives such as <br /> 48 cost , convenience and increased traffic congestion <br /> 49 are in evidence. <br /> 50 <br /> 51 Councilmember Fleming was made aware of the Metro <br /> 52 Mobility Program offered by the RTB and the MTC. <br /> 53 She felt this program would be very beneficial for <br /> �4 the St .
