1 REGULAR COUNCIL MEETING <br /> • 2 FEBRUARY 25 , 1992 <br /> 3 PAGE 11 <br /> 4 <br /> 5 <br /> 6 all existing cash and rebonding in 1993 ; paying off <br /> 7 the debt in 1993 and levying a one-time three cent <br /> 8 per 100 cubic feet of water consumed; or, rebonding <br /> 9 the debt due in 1993 and levying a one-time three <br /> 10 cent per 100 cubic feet of water consumed. <br /> 11 <br /> 12 The City Manager requested direction from the <br /> 13 Council regarding this matter so an ordinance can <br /> 14' be drafted for a first reading. <br /> 15 <br /> 16 The City Manager noted that presently two tanks are <br /> 17 being used to clean the water. The operating costs <br /> 18 borne by the State is about one million dollars . He <br /> 19 advised that the standards which must be met today <br /> 20 may change in the future. <br /> 21 <br /> 22 It has been determined that. many more contaminents <br /> 23 have been detected in the ground than those <br /> 24 mentioned in the lawsuit . The monitoring filters <br /> 25 are picking up many more things and this situation <br /> 26 will probably not change for some time. <br /> •27 <br /> 28 Disposal and clean up of carbon is going to become <br /> 29 more expensive. It is very expensive to ship the. <br /> 30 carbon to Pennsylvania. According to State <br /> 31 regulations the City cannot "re-generate" its own <br /> 32 ' carbon . <br /> 33 <br /> 34 The City Manager stated that New Brighton, St . <br /> 35 Louis Park and St . Anthony use carbon but they all <br /> 36 have different specification so the three cities <br /> 37 cannot go out for bids together . <br /> 38 <br /> 39 Because of an earlier arrangement , the City of New <br /> 40 Brighton has all of its costs. paid by the Army <br /> 41 whereas, the City of St . Anthony only has .ninety <br /> 42 percent . <br /> 43 <br /> 44 Councilmember Marks felt option #3 would be the <br /> 45 most beneficial for the City. Option #3 recommends <br /> 46 paying off thedebt in 1993 and levying a one time <br /> 47. three cent per 100 cubic feet of water consumed. <br /> 48 <br /> 49 The ordinance for this recommendation will be on <br /> 50 the agenda of the next Council meeting. <br /> 51 <br /> 52 8 .
