1 <br /> 1 REGULAR COUNCIL MEETING <br /> APRIL 28 , 1992 <br /> PAGE 3 <br /> 5 <br /> 6 The Mayor gave the current status of the re-routing issue. He <br /> 7 referred to the statutory authority of MTC to determine routes <br /> 8 for its buses . A letter will be sent under the Mayor ' s <br /> 9 signature which will address this authority. The. letter will <br /> 10 be copied to Senator Marty, Representative McGuire and <br /> 11 Hennepin County Commissioner Makowske. <br /> 12 <br /> 13 Representative McGuire noted that she is monitoring the- -- <br /> 14 emissions from Metro Recovery Systems in Roseville. She will <br /> 15 be following up on the review process of all of the plants in <br /> 16 the area and will advise the councils of the respective cities <br /> 17 in the area. <br /> 18 <br /> 19 She also has some information regarding bathroom requirements <br /> 20 which she will give to the City Manager . <br /> 21 <br /> 22 Marks inquired what special items were not addressed during <br /> 23 the recent legislative session . He recalled that in the past <br /> 24 moving city financing away from property taxes had been a <br /> 25 consideration . He noted that Local Government Aids are always <br /> 26 a target for cuts . He wondered if there are any plans to <br /> 27 "revisit " this issue specifically in the form of a <br /> Constitutional Amendment so funding for cities is unavailable- <br /> for <br /> navailablefor " tinkering. " <br /> 30 <br /> 31 Senator Marty observed that the Local Government Trust Fund <br /> 32 was supposed to be dedicated to that goal . He felt giving <br /> 33 cities local options , such as the sales tax , would be prime <br /> 34 targets for "raiding" and that some communities have few <br /> 35 options for local sales taxes . <br /> 36 <br /> 37 Marks stated that a Constitutional Amendment could address <br /> 38 dedicating a certain portion of the sales tax for Local <br /> 39 Government .Aid . <br /> 40 <br /> 41 Mayor Ranallo advised that St . Anthony has a "stand in place" <br /> 42 budget and when the projections of LGA came down things looked <br /> 43 even worse than first was thought . He felt the State should <br /> 44 start looking at its own spending. <br /> 45 <br /> 46 The Senator felt the State did not receive great marks for <br /> 47 good budgetary processes . The State does to the cities what <br /> 48 the federal government. does to the State. He noted that the <br /> 49 State refers to taxes as fees , charges , etc . Fleming suggested <br /> 50 some areas she felt the State could make cuts . <br /> 51 <br /> 52 Representative McGuire advised that the reduction in transit <br /> funding will impact the performance level of Metro Mobility in <br /> St . Anthony . Fleming noted that an increase in fare box <br />
