1 REGULAR COUNCIL MEETING <br /> APRIL 28 , 1992 <br /> PAGE 6 <br /> 41. <br /> 5 <br /> 6 SILVER LAKE ROAD EXECUTIVE SUMMARY FROM RAMSEY COUNTY <br /> 7 <br /> 8 Dan Soler , Project Manager from Ramsey County Public Works <br /> 9 Department , stated he is attending the Council meeting at the <br /> 10 City Council ' s request . His purpose is to give an update on <br /> 11 the Silver Lake Road Reconstruction Project . The proposed <br /> 12 reconstruction will be on Silver Lake Road from Silver Lane to <br /> 13 I694 . <br /> 14 <br /> 15 Soler advised that there are three options for the proposal : <br /> 16 1 ) cities can agree on the project and give t-heir approval to <br /> 17 proceed; ( the cities involved are St . Anthony and New Brighton <br /> 18 along with Ramsey County) ; 2 ) recycle or overlay the roadway ; <br /> 19 or, 3 ) do nothing. <br /> 20 <br /> 21 The Mayor inquired if the sidewalk on the west side of Silver <br /> 22 Lake Road adjacent to the Salvation Army Camp is still <br /> 23 included in the project . He was advised that this is still the <br /> 24 case . <br /> 25 <br /> 26 Marks. questioned if an environmental assessment needed to be <br /> 27 conducted. Soler responded that no wetlands will be impacted <br /> by this project . No wetlands will be taken by it but perhaps <br /> a narrower boulevard or retaining wall may have to be <br /> 30 considered to protect the wetlands and the marshy areas . <br /> 31 <br /> 32 Enrooth observed that the impact which may be experienced by <br /> 33 the development of Wexler Heights was not taken into account <br /> 34 regarding -Silver Lake when the project was initially being <br /> 35 considered . Burt stated that Silver Lake is already being <br /> 36 impacted upon by the runoff from the development . <br /> 37 <br /> 38 Soler noted that the developer of Wexler Heights has requested <br /> 39 having a storm sewer pipe installed on the county road in the <br /> 40 easement area . Soler felt - this issue. was separate from the <br /> 41 Silver Lake Road reconstruction project . He felt the Rice <br /> 42 Creek Watershed District will work very closely with St . <br /> 43 Anthony when dealing with storm water runoff of Silver Lake <br /> 44 Road . <br /> 45 <br /> 46 Burt stated that at this point in time the sidewalk proposal <br /> 47 has been left in the plan and that, the City Council has not <br /> 48 been requested to make a decision on that matter . He also felt <br /> 49 if CUB located a store in Apache Plaza there would be an <br /> 50 impact on the area and on the traffic on Silver Lake Road. <br /> 51 <br /> 52 It was the observation of the City Manager that the original <br /> plan for this reconstruction included a redesign of the <br /> roadway to accommodate more traffic, but it was quickly scaled <br />
