He agreed <br /> 11 that shooting bottle rockets was against state law but <br /> 12 repeated that the offense has to be seen personally by <br /> 13 the city authorities to enforce the law or one of the <br /> 14 neighbors has to file a complaint and go to court. Mr. <br /> 15 insisted the police and he had talked to the offenders <br /> 16 but that was all they were empowered, to do. He also <br /> 17 denied that any favoritism was being shown to Mr. Hanson <br /> 18 or Mr. Brown because of their connection with the Fire <br /> 19 Department. He also confirmed that the officer who had <br /> 20 responded to his call about the parked car had been <br /> 21 working a different shift and wasn' t aware of the <br /> 22 problems other officers were working on down on Pahl. <br /> 23 <br /> 24 The Manager told Mr. Hoban he intended to call the <br /> 25 Pollution Control Agency to find out whether they had <br /> 26 investigated the presence of the chemicals Mr. Hoban had <br /> • 27 described in that neighborhood. He said the agency would <br /> 28 be able to determine how much "Purak" can be stored in a <br /> 29 household garage and how it should be handled. <br /> 30 <br /> 31 Dennis Cavanaugh, 2909 St. Anthony Boulevard, rose to <br /> 32 speak to the issue. He . said he perceived the steps which <br /> 33 were to be taken to solve the problem on Pahl might not <br /> 34 apply to other locations in the City where there are <br /> 35 similar complaints. He said he thought the time had come <br /> 36 for residents of St. Anthony to get together to tell the <br /> 37 City officials what "our standards are in the City" . He <br /> 38 indicated he terms what 's happening all over St. Anthony <br /> 39 as the "Northeast Crawl" where the slow deterioration of <br /> 40 northeast communities is evident from Marshall Avenue N. <br /> 41 E. past Central. Mr. Cavanaugh stated he perceived this <br /> 42 to be happening because in the 80 ' s a generation was <br /> 43 raised who believed in rights but not responsibilities. <br /> 44 The resident insisted that St. Anthony had more examples <br /> 45 of "Northeast Crawl" than the City wanted to admit. As <br /> 46 an example he cited the two restaurants in the same <br /> 47 neighborhood which sat next to residential property with <br /> 48 vegation which wouldn't have been tolerated in any other <br /> 49 first class community. He further identified a plumbing <br /> 50 operation and a house on Silver Lane "where cars seem to <br /> 51 propagate like roaches" as cases in point. The resident <br />
