Storm Water Drainage Utility <br /> 8 <br /> 9 Mr. Cavanaugh said he was speaking in anticipation of the <br /> 10 August 11 first reading of the ordinance which would establish <br /> 11 this new utility for which residents and commercial entities <br /> 12 would have to pay specific fees. The resident indicated he <br /> 13 considered the leaflet on the proposed utility which had been <br /> 14 sent to the residents to be very inadequate when it came to <br /> 15 specifics. Mr. Cavanaugh read off about 20 questions related <br /> 16 to the proposal which Mr. Burt said he was certain he would be <br /> 17 able to answer if he came to his office before that meeting. <br /> 18 The Manager said the leaflet was intended to raise questions <br /> 19 which could be answered at either the first, second or third <br /> 20 reading which would be given the ordinance before it passes. <br /> 21 The Manager also told Mr. Cavanaugh the City Engineer would <br /> 22 have to be present to answer some questions he raised. <br /> 23 <br /> 24 Mayor Ranallo drew attention to the fact that the leaflet had <br /> 25 invited residents to call City Hall if they had questions and <br /> 26 said the Manager had reported receiving only four calls with <br /> • 27 most of the callers only asking how long the fees would be <br /> 28 charged. He also told Mr. Cavanaugh that since he has been <br /> 29 Mayor he has always insisted on having three readings for any <br /> 30 ordinance which is proposed. That way any questions which are <br /> 31 raised during the first reading can be answered during the <br /> 32 second reading. <br /> 33 <br /> 34 Mr. Burt told Mr. Cavanaugh the utility would not be designed <br /> 35 to bring in a windfall of money but the first funds will be <br /> 36 used to study what the City has to do in response to all the <br /> 37 regulations which are coming from the federal government, the <br /> 38 Metropolitan Council and the DNR. He said there are eleven <br /> 39 different agencies to regulate storm water. <br /> 40 <br /> 41 The Road Task Force was the one which had instigated the <br /> 42 concept of not assessing for storm water management but rather <br /> 43 to use a fee as a vehicle for correcting problems the City <br /> 44 will be facing. Mayor Ranallo added that until the City <br /> 45 starts digging down into the streets no one will know how <br /> 46 great the storm water problem actually is. <br /> 47 <br /> 48 Mr. Cavanaugh commented that if only four people had called <br /> 49 City Hall after receiving the leaflet he could only conclude <br /> 50 the 96% remaining are probably complaining about the cost of <br /> 51 government without trying to find out what is being done.
