Mr. Cowan advised that <br /> 7 Macalester Manor Apartments do not have foyers so this would <br /> 8 pose a problem in meeting the ordinance requirements . The City <br /> 9 Manager noted that this was the case with Diamond Eight <br /> 10 Terrace as well . <br /> 11 <br /> 12 The City Attorney suggested that this section , which is a <br /> 13 requirement of the State Building Code, be removed and that <br /> 14 Section B be relabelled as Section A. <br /> 15 <br /> 16 The City Manager felt the Third Reading of the Ordinance <br /> 17 should be delayed for additional comments and input . <br /> 18 <br /> 19 The ordinance was reviewed page by page. The height <br /> 20 requirement of twelve inches from the ground for the storage <br /> 21 of wood was removed from the ordinance. The purpose of this <br /> 22 height was to deter the storage of wood in the front yards of <br /> 23 properties and - to keep rodents out of wood piles . <br /> 24 <br /> 25 The City Manager noted that "prevailing" was removed from the <br /> 26 section on Yard Cover as it is difficult to define within the <br /> 27 boundary of community standards . The Mayor has observed there <br /> are some yards without any yard cover and they do not present <br /> a pleasant appearance. <br /> 30 <br /> 31 Councilmember Enrooth inquired how it will be determined if a <br /> 32 sump pump is emptying into the sanitary sewer system. The City <br /> 33 Manager responded that it will be "smoked" and will require <br /> 34 fixing if itis emptying into the sanitary sewer system. The <br /> 35 Mayor felt this could cost between $250 . 00 and $400 . 00 . The <br /> 36 City Manager assured the Council that the costs would be under <br /> 37 $1 , 000 . 00 . <br /> 38 <br /> 39 Councilmember Marks noted that this sump pump inflow affects <br /> 40 the I and I costs the City pays . <br /> 41 <br /> 42 In Subsection 4 , page 11 , Councilmember Wagner noted a double <br /> 43 negative and requested the sentence . be corrected. <br /> 44 <br /> 45 Councilmember Marks was of the opinion that the section on <br /> 46 Composting should be deleted in that it attempts to fix a <br /> 47 problem which does not exist . <br /> 48 <br /> 49 Noting that most compost piles are placed on lot lines, the <br /> 50 Mayor was, of the opinion that this section should remain . <br />
