REGULAR COUNCIL MEETING MARCH 23 , 1993 3 PAGE 8 4 5 6 Mayor Don Fraser shared his views of solving problems of 7 poverty, the current welfare system and youth preparation for 8 the future . 9 10 The workshop on the North American Free Trade Agreement was 11 chaired by Larry Bakken, the President of the Minnesota League 12 of Cities . Loss of employment opportunities and capital costs 13 were two concerns of participants discussed at this workshop . 14 15 Councilmember Marks has attended three functions of the 16 National League of Cities where presidents addressed the 17 delegates . He felt no other president had inspired the 18 delegates as much as President Clinton . He presented his 19 economic plans and made his comments without the benefits of 20 notes . It was also noted that the NLC Board of Directors have 21 endorsed the President ' s plan . Councilmember Marks did not 22 recall this having been done for any other president . 23 24 25 D. Report of Councilmember Enrooth oThe Village Fest Committee held a meeting on March 22nd and 28 twenty-two people attended. There was a report from all 29 committees and their status . 30 31 Councilmember Enrooth noted there was some questions regarding 32 the City ' s participation on the Village Fest . 33 34 35 E. Report of Mayor Ranallo 36 37 The Mayor also addressed the third grade class to which 38 Councilmember Fleming had referred . He was questioned about 39 potholes and licenses for sale of cigarettes . 40 41 Mayor Ranallo felt the goalsetting session was very 42 beneficial . He did suggest that perhaps it could start earlier 43 on the first day as there was considerable materials to cover . 44 45 46 B.
