• 1 REGULAR COUNCIL MEETING 2 JULY 13 , 1993 3 PAGE 11 4 5 6 Councilmember Marks remarked all the applicants were very 7 good. It was felt that Mr. Bergstrom brought outstanding 8 credentials to the Commission. 9 10 7 . Proclamation Declaring "National Night Out" 11 12 Motion by Enrooth, second by Marks to approve the 13 proclamation declaring August 3 , 1993 as "National Night 14 Out" in St . Anthony. 15 16 The City Manager reminded the Council that August 3rd is 17 also a scheduled City Council work session. 18 19 Motion carried unanimously 20 21 C. CITY MANAGER' S REPORT 22 23 The City Manager received a letter from the school district 24 Superintendent advising of the district' s intent to place a 25 portable classroom on the southeast corner of the Wilshire 26 Elementary School' s playground. The purpose of this space is *-7 to accommodate special learning/special meeting needs . 28 29 The structure must be approved by the State and meet all state 30 code's . It will be put on the property in August and the City 31 Manager will place it on the Planning Commission agenda for 32 its September meeting. It is intended to be considered 33 temporary and plans to have it in place for two years have 34 been indicated. 35 36 Councilmember Enrooth felt the Planning Commission should not 37 be left out of the approval process and neither should the 38 neighbors adjacent to the School . He recommended the Planning 39 Commission hold a special meeting and a public hearing to 40 consider this issue . 41 42 Councilmember Fleming recognized the need for additional 43 space, but she felt it was unfortunate that the communication 44 between the school district mandates and the public is so poor 45 that this issue could not have been addressed on a more timely 46 basis . 47 48 August 3rd was the date selected for a special Planning 49 Commission meeting and a public hearing to discuss the 50 portable classroom issue .
