City Council Regular Meeting Minutes <br /> July 12, 1994 <br /> Page 4 <br /> 1 Mayor Ranallo said he has received calls about the closure of the Recycling <br /> 2 Center. He explained to the callers that the Recycling Center was closed <br /> 3 because the City no longer receives grant money to operate it and, in addition, <br /> 4 recyclables are picked up curbside from their haulers. <br /> 5 Ranallo reported that the legislature is still considering rates for cable TV. If <br /> 6 restrictions are removed, consumers will be able to receive cable channels, with <br /> 7 the exception of community channels, by US West or Hubbard's disk for less <br /> 8 cost than cable. <br /> 9 The Economic Development/Redevelopment Task Force met for the last time. <br /> 10 Ed Hance and another Task Force member will report the findings and <br /> 11 recommendations of the Task Force at the July 26th Council meeting. The <br /> 12 Mayor expressed his hope that the Task Force will stay together because the <br /> 13 Council may need future assistance for the development or redevelopment of <br /> 14 certain areas of the City. <br /> Mayor Ranallo reported that Michael Mornson, Larry Hamer and he met with <br /> 06 Payless Cashway representatives to discuss preliminary plans for the Knox <br /> 17 Lumber Co. Payless Cashway is in the process of purchasing property on the <br /> 18 north end of Apache Mall from the C. G. Rein Co. After the Payless Cashway <br /> 19 Board approves the plans, the proposal will be presented to the Planning <br /> 20 Commission. Before the conditional use request is heard by the Planning <br /> 21 Commission, however, the Zoning Ordinance will need to be amended to add <br /> 22 hardware and building supply stores with a lumber yard as a permitted <br /> 23 conditional use in a commercially zoned district. One of the water retention <br /> 24 ponds will need to be moved, and there still will be three ponds. The J. C. <br /> 25 Penney Store, which is closing in the mall, will need to be reconstructed. <br /> 26 Ranallo pointed out that customers will not be able to enter Knox from Apache <br /> 27 Mall. Knox operates about 200 of these types of stores, which are about <br /> 28 90,000 square feet in size. Knox plans to employ 100 full time and 25 part time <br /> 29 employees. The hours of operation they are considering are weekdays from 8 <br /> 30 A.M. to 9 or 10 P.M., Saturday close at 6 P.M. and Sunday 9 A.M. to 6 P.M. <br /> 31 Ranallo distributed pictures of the proposed building and tentative plan. The <br /> 32 Mayor noted too, that the Planning Commission and Council will more than <br /> 33 likely need to hold special meetings for planning issues. The targeted opening <br /> 34 is spring, 1995. <br /> Councilmember Enrooth said that the VillageFest Committee plans to meet on <br /> July 13th and 27th.
