City Council Regular Meeting Minutes <br /> • September 27, 1994 <br /> Page 4 <br /> 1 Motion by Enrooth, second by Marks to approve fust reading of Ordinance 1994-003, <br /> 2 relating to signs, amending Sections 1400.04 and 1400.10, as presented with the <br /> 3 following changes: <br /> 4 1. Section 1400.04, Subd. 11. to read as follows: <br /> 5 Any sign which is freestanding by virtue of being structurally independent of any <br /> 6 structure or object, and is affixed to the ground by means of a base with no visibility <br /> 7 between the bottom of the sign and the base on which it is attached, and landscaped to <br /> 8 enhance the appearance of the signage. <br /> 9 Motion carried unanimously. <br /> 10 2. Ordinance amendment. re: Fences on corner lots (Ordinance 1994-006. 1 st <br /> 11 reading). <br /> 12 Commissioner Gondorchin reported that Planning Commissioner Franzese requested the <br /> 13 language in Section, Subd. 3, be reviewed by the City Attorney to assure proper structure. <br /> 14 He also relayed concerns expressed to the Planning Commission by Dr. Ferguson to <br /> 15 assure a six foot fence maintains adequate privacy. He reported that the Planning <br /> �6 Commission recommends that the City Council approve the amendment to Ordinance <br /> �7 1994-006, first reading, as presented. <br /> 18 Councilmember Marks asked what action would be taken if there were existing fences <br /> 19 that did not conform to this ordinance. <br /> 20 City Manager Morrison reported that there was a grandfather clause that applied to these <br /> 21 pre-existing, non-conforming fences. There would be no action taken. <br /> 22 Motion by Marks, second by Wagner, to approve the first reading of Ordinance 1994- <br /> 23 006, relating to corner lots, amending Section 1605.01 by adding Subd. 80 and Subd. 82; <br /> 24 and relating to fences, amending Section 1320.03, Subd. 3 as presented. <br /> 25 Motion carried unanimously. <br /> 26 B. Moor. <br /> 27 Mayor Ranallo reported his attendance at a work session regarding the 50th anniversary of St. <br /> 28 Anthony. Tom and Bonnie Brevor will chair the event. Activities will start in January of 1995. <br /> 29 On February 11, 1995, the Chamber of Commerce will host an annual city-wide party/dance. <br /> 30 They will be working with the schools to plan the events. They are planning to receive donations <br /> 31 from service organizations in the area and do not plan to fund the event through the City Budget. <br /> is <br /> 32 C. Council. <br />
