City Council Regular Meeting Minutes <br /> • November.22, 1994 <br /> Page 5 <br /> 1 Motion by Enrooth, second by Marks to table consideration of a lot coverage variance for <br /> 2 the property at 3929 Fordham Drive for 3 weeks, until the next City Council Meeting, so <br /> 3 the parties can come together and determine a solution. <br /> 4 Vote on the motion: <br /> 5 Aye: Enrooth, Marks, Ranallo, Wagner <br /> 6 Nay: Fleming <br /> 7 Motion carried. <br /> 8 Ranallo directed the Schroeders to meet with City Manager Morrison and Larry Hamer to <br /> 9 determine what solutions were available to them for this situation. <br /> 10 3. Apache/CUB Foods/Knox Lumber. <br /> 11 a. Drainage Plan for Apache Plaza. <br /> 12 Mayor Ranallo reported that a petition was received from the Silver Lake <br /> �4 3 Homeowners Association requesting the Environmental Quality Board, (EQB ), <br /> determine if an Environmental Assessment Worksheet(EAW) was necessary. <br /> 15 Since last weeks Planning Commission meeting, the City has received a phone <br /> 16 call from the EQB designating the City as the Responsible Agency for <br /> 17 determining if an EAW is necessary. The Silver Lake Homeowners Association <br /> 18 has elected six people to a board which will meet with the City and the <br /> 19 Developers. Ranallo met with this board and they presented him with a list of <br /> 20 eleven items that they would like resolved. This list has been forwarded to the <br /> 21 city staff and developers. The items are as follows: <br /> 22 1. St. Anthony Village agrees to draft and introduce ordinance in the spring of <br /> 23 1995 or before that would eliminate the use of phosphorous from lawn <br /> 24 treatment in the Silver Lake Watershed. They would encourage Columbia <br /> 25 Heights and New Brighton to adopt a similar ordinance. <br /> 26 2. Removal of snow prior to snow melt to ponding area or to alternate location <br /> 27 outside Silver Lake Watershed ( City Ordinance or special use permit). <br /> 28 3. Monthly sweepings of parking lot during the rainy season. Daily inspection <br /> 29 maintenance,pick up waste material and clear weir after rainfalls) of the <br /> 30 parking lot. <br /> 31 4. Study and work towards implementation of low flow diversion at Silver Lake <br /> 32 and Silver Lake Road. Study and work to be funded by storm water fund if <br /> 33 RCWD will not fund. <br /> 345. Reactivate or resubmit petition for study of Silver Lake. Share funding with <br /> 05 RCWD and surrounding governmental units. <br />
