1, <br /> Board of Review Meeting Minutes <br /> April 23, 1996 <br /> • Page 2 <br /> 1 Mr. Miller explained the Michaeloff property had not been inspected for many years. Upon <br /> 2 inspection he found there is much deferred maintenance. The house has dated gold carpet, the <br /> 3 wood trim and ceramic tile are in need of repair, and there are water leak marks on the ceiling. <br /> 4 For these reasons, it is recommended the market valuation be decreased to $142,000. <br /> 5 Mr. Miller explained the recommendation to decrease the valuation of the Krueger property was <br /> 6 due to the floor plan. There is a small entry way with steps down to the basement where <br /> 7 someone else lives. There is a long hallway which goes past the kitchen into the dining room. <br /> 8 Mr. Miller explained the main concern with the Light property was a water problem that the <br /> 9 owner was not aware of when he purchased the property. This problem has since been resolved <br /> 10 and was financed by the previous owner. The house is on a slab so the drain tiles had to be <br /> 11 installed on the interior of the home. Mr. Miller noted that the lack of a finished basement in this <br /> 12 home did not result in a large difference in value. <br /> 13 Mr. Miller noted all four residents have been notified of the result of the reassessment by <br /> 14 telephone and mail and appear to be satisfied. <br /> 15 Councilmember Faust noted the minutes of April 9, 1996 stated that the Light property was <br /> 16 valued at $85,500. Mr. Miller reported Mr. Light had taken the amount from a tax statement <br /> 0 from a previous year rather than the current valuation statement. <br /> 19 Motion by Marks, second by Wagner to accept and approve all recommendations of the <br /> 20 Hennepin County Assessor's Office on the residents appeals made at the April 9, 1996 Board of <br /> 21 Review meeting. <br /> 22 Motion carried unanimously. <br /> 23 Mr. Miller reported the review process for the upcoming year will begin in the end of July or first <br /> 24 of August. He explained the appraisers are now utilizing a brochure which explains the <br /> 25 assessment procedure and a card which identifies the appraiser. He reported his office had <br /> 26 received approximately 70 to 80 calls of inquiry regarding the results of the appraisals. <br /> 27 Mayor Ranallo congratulated Mr. Miller on the improvement of the appraisal methods used such <br /> 28 as performing appraisals in the evenings and utilizing the brochures. <br /> 29 <br /> 30 V.
