Consideration of Ramsey County's Proposed Changes to the Supplemental Agreement <br /> 5 for Signal Lights on Silver Lake Road and 39th Avenue N.E. <br /> 6 Mornson explained this upgrade would result in a net savings in maintenance and <br /> 7 electrical of 40%. <br /> 8 Motion by Marks, second by Faust to approve the change in agreement between the City <br /> 9 of St. Anthony and Ramsey County in regards to the traffic signal heads at Silver Lake <br /> 10 Road and 39th Avenue. <br /> 11 Motion carried unanimously. <br /> 12 D. Ordinance 1996-004, re: Ordinance Reading( 1 st Readingl. <br /> 13 Mayor Ranallo explained this change was in response to changes made by the Legislature <br /> 14 and would only affect rezoning requests. <br /> otMotion by Marks, second by Faust to approve the 1 st reading of Ordinance 1996-004, <br /> 17 relating to ordinance readings, amending Section 200.06, Subd. 1 of the 1993 St. <br /> 18 Anthony Code of Ordinances. <br /> 19 Motion carried unanimously. <br /> 20 E. Consideration of the Memorandum of Understanding regarding the City Conducting the <br /> 21 1996 School Board Election. <br /> 22 Motion by Marks, second by Enrooth to approve the Memorandum of Understanding <br /> 23 which outlines the conduct of the election and specifies an amount of$250.00 per <br /> 24 precinct($750.00 total) as the School's reimbursement to the City. <br /> 25 Motion carried unanimously. <br /> 26 F. Review and Consider Options for Food Service at the Stonehouse. <br /> 27 Mornson explained the City changed cooks at the Stonehouse last year to Ernie's <br /> 28 Catering Service. The first year of the contract, the City was to share net profits with Mr. <br /> 29 Swanson. The second to fifth year Mr. Swanson would be paid 9%of the gross whether <br /> 30 or not a profit is made on the food. Based on the first year,the City would have paid Mr. <br /> 31 Swanson approximately $1,100.00 per month resulting in a$13,200.00 loss. Mornson <br /> explained Mr. Swanson is open to negotiations. Mr. Swanson has submitted a proposal <br /> to rent the kitchen. Mornson explained he would like to have the new Liquor Store <br />
