APPROVAL OF AUGUST 13, 1996 COUNCIL MINUTES. <br /> 16 Motion by Marks, second by Wagner,to approve the August 13, 1996 Council minutes as <br /> 17 presented. <br /> 18 Motion carried unanimously. <br /> 19 V.
