CALL TO ORDER/ROLL CALL. <br /> 6 The meeting was called to order at 7:00 P.M. following the Pledge of Allegiance led by Mayor <br /> 7 Ranallo. <br /> 8 H. ROLL CALL. <br /> 9 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner, and Faust. <br /> 10 Also Present: City Manager Michael Morrison, Finance Director Roger Larson, Management- <br /> 11 Assistant Kim Moore-Sykes, Public Works Director Larry Hamer, Police Chief Richard <br /> 12 Engstrom,Fire Chief Richard Johnson and Liquor Operations Manager Michael Larson. <br /> 13 <br /> 14 III. OPEN TRUTH IN TAXATION PUBLIC HEARING. <br /> 15 Mayor Ranallo declared the public hearing open at 7:02 P.M. <br /> 16 IV. PRESENTATION OF THE 1997 CITY BUDGET AND TAX LEVY BY CITY <br /> 17 MANAGER AND FINANCE DIRECTOR. <br /> 18 Finance Director Roger Larson stated he had not received any calls from residents today <br /> 19 regarding this issue. It was noted there were no residents in the audience who wished to speak <br /> regarding this issue. <br /> 21 Mayor Ranallo stated he had received six calls from residents. Most calls were in response to an <br /> 22 article in the newspaper which stated taxes had not increased. Some residents' taxes did increase <br /> 23 due to the market value of their home increasing. Mayor Ranallo stated once this was explained <br /> 24 to the residents, they were satisfied. He also noted that he had urged residents who were not <br /> 25 satisfied with their market value to contact the Assessor's Office before the Board of Review <br /> 26 meeting. - - <br /> 27 Councilmembers Enrooth and Wagner stated the market value of their homes had increased but <br /> 28 their taxes were still reduced. <br /> 29 Councilmember Marks addressed the two pie charts which were included in the packet. He <br /> 30 noted the certified levy provided 50.7%of total revenues for the City of St. Anthony for Pay - <br /> 31 1996. He also noted the composition of the 1996 tax base for the City of St. Anthony is 73.9% <br /> 32 residential and 12.4% commercial/industrial. <br /> 33 Finance Director Larson noted increasing the commercial/industrial tax base and reducing the <br /> 34 residential percentage of the tax base has been the goal of the City of St. Anthony for the last <br /> 35 four years. <br /> Mayor Ranallo noted the increase in the total local tax capacity and noted this is due to major <br /> redevelopment work which is being done in the City. <br /> 38 Finance Director Larson noted in 1990 the total local tax capacity was $6,000,000 but fell to <br /> 39 $4,896,853 by 1994 due to the decline of Apache Plaza and other commercial properties.
