The conditions upon which the variance are based are unique to the parcel of land as it <br /> 2 is inside the development of a shopping center and does not apply to other properties <br /> 3 with the same land use classification. <br /> 4 Marks asked what makes this property unique. <br /> 5 Commissioner Gondorchin explained Great Clips is barely visible from the street. Their main <br /> 6 clientele is "walk-in traffic. The Commission felt this was an opportunity to provide a small <br /> 7 business in St. Anthony with visibility without any inconvenience. <br /> 8 Marks asked what Ordinance has caused the hardship in this instance. <br /> 9 Commissioner Gondorchin stated the hardship was due to the sight line and the position of the <br /> 10 business in the building. <br /> 1.1 Wagner noted this was a decision Great Clips made when they located in this building. They <br /> 12 performed a market survey and were aware of the issue then. <br /> 13 Faust questioned the difference between the back wall of Great Clips and the rear side of <br /> 14 CUB Foods. He asked what made this unique from other shopping centers. <br /> 05 Commissioner Gondorchin stated that he could foresee a pylon or some type of identification <br /> 16 sign for CUB on Stinson Boulevard in the future. The sign may also include other names. <br /> 17 He also stated that he thought St. Anthony Shopping Center would be a good candidate for <br /> 18 rear wall signage on the area that faces Kenzie Terrace. The Planning Commission did not <br /> 19 feel granting of the variance would set an extraordinary precedent. <br /> 20 Faust questioned the amount of signage Great Clips currently had on the building. <br /> 21 Mr. Roger Ledebuhr, Great Clips stated he had 19 feet of signage. <br /> 22 Mr. Gondorchin stated another reason for granting this variance was that Great Clips did not <br /> 23 have two signs as Ames Photo and Video Update have. <br /> 24 Wagner noted there is no rear entrance to the business. If this variance was granted, many <br /> 25 other businesses, such as the library and St. Anthony Shopping Center, would be requesting <br /> 26 the same. <br /> 27 Faust noted Great Clips could have a sign on the north wall with Ames Photo. He stated <br /> 28 Ames Photo and Video Update are also "walk-in" businesses. <br /> 29 Mayor Ranallo noted that previously Dick Horst, owner of Coast to Coast, had requested rear <br /> signage and was denied. <br />
