These meetings are tentatively scheduled for October 21, 1997. <br /> 3 There is also an MSA project on 33rd Avenue scheduled for 1998 and this will also be <br /> 4 discussed at the neighborhood meetings. <br /> 5 <br /> 6 Motion by Marks, second by Faust to approve Resolution 97-040, re: receiving report and <br /> 7 order plans and specifications for 1998 Street and Water Main Improvement Project. <br /> 8 Motion carried unanimously. <br /> 9 B. Resolution 97-041, re: Deferrals of 1997 Street and Water Main Improvement Project. <br /> 10 Morrison explained that pursuant to Minnesota Statute S435.193 and the City of St. Anthony's <br /> 11 assessment policy, persons who can prove that an assessment to their property would cause a <br /> 12 hardship, can defer the assessment. To qualify the applicant must be 65 years old or over, be <br /> 13 permanently disabled or the annual assessment exceeds 1% of their adjusted gross income. <br /> 14 The Finance Director has reviewed the necessary tax records of the three property owners <br /> 15 listed on the Resolution and all qualify for deferment of their assessment. The deferment will <br /> 16 be filed with Hennepin County and remain in affect until such time that the property title <br /> on, <br /> 17 changes or that a hardship no longer exists. <br /> Motion by Marks, second by Enrooth to approve Resolution 97-041, re: deferring special <br /> 20 assessments for 1997 street improvement projects. <br /> 21 Motion carried unanimously. <br /> 22 VII. UNFINISHED BUSINESS. <br /> 23 A. Ordinance 1997-005, re: Professional Buildings as Permitted Conditional Use in <br /> 24 Commercial Districts ( 2nd ReadingJ. <br /> 25 Motion by Marks, second by Wagner to approve the 2nd reading of Ordinance 1997-005, <br /> 26 relating to permitted conditional uses in a "C" Commercial District; amending Section <br /> 27 1635.03 of the 1993 St. Anthony Code of Ordinances by adding (u) and (v). <br /> 28 <br /> 29 Motion carried unanimously. <br /> 30 B. Ordinance 1997-007, re: Ground Signs ( 2nd Reading. ). <br /> 31 Morrison explained this change is a recommendation of the Planning Commission. The <br /> 32 ordinance currently allows ground signs in residential areas and this was not the intent of the <br /> 33 ordinance when it was drafted. The proposed change will not allow ground signs in the R-1, <br /> 34 R-IA and R-2 districts with the exception of school, some publicly owned facilities, churches, <br /> 35 temples, synagogues and City buildings. <br /> 36 <br /> Q 7 Motion by Marks, second by Faust to approve the 2nd reading of Ordinance 1997-007, <br /> relating to signs, amending Chapter 14 of the 1993 St. Anthony Code of Ordinances, Sections <br /> 39 1400.10 and 1400.12, Subd. l(l) and 1400.12 by adding (4) (a) and (b). <br />
