City Council Regular Meeting Minutes <br /> August 26, 1997 <br /> • Page 11 <br /> 1 Mayor Ranallo stated this was not possible. He recommended that an article appear on the <br /> 2 front page of the Bulletin on September 2 and the application process would close on <br /> 3 September 8, with appointments made on September 9, 1997. Ranallo stated that a member <br /> 4 of the Planning Commission and the School Board should also be included on the Task Force. <br /> 5 He noted that if changes were proposed to Central Park this could also include property which <br /> 6 belonged to the school and not the City. <br /> 7 Mr. Cavanaugh stated that it was incumbent upon the City to lay out the Open Meeting Law <br /> 8 to the citizens that volunteered for committees. He stated that freedom of speech is still a <br /> 9 fundamental right. He felt the recent Task Force meeting was only a group of citizens that is <br /> 10 well energized and well intentioned sitting down to strategize as citizens. <br /> 11 Mr. Kuharski recommended that a member of the Planning Commission and School Board be <br /> 12 appointed to the Task Force this evening so as not to slow down the process. <br /> 13 Mayor Ranallo stated this was not possible. Commissioner Makowske stated he planned to <br /> 14 attend the Task Force meeting as an observer. <br /> 15 Motion by Marks, second by Faust to publish the reopening of the application process to the <br /> 16 Flood Task Force and publish the opening in the Bulletin on September 2, 1997 with a <br /> closing date of September 8, 1997 and appointment at the September 9, 1997 City Council <br /> qP8 meeting. <br /> 19 Motion carried unanimously. <br /> 20 Mary Ann Kuharski, 2709 Pahl Avenue NE, stated she had not been at the recent Task Force <br /> 21 meeting. She stated she felt the meeting had resulted out of the frustration felt by the affected <br /> 22 residents who had to deal with this issue on a daily basis. The affected residents would like <br /> 23 this process to move forward quickly. She stated she did not want the Task Force members <br /> 24 to leave this meeting with the fear that there may be legal ramifications. <br /> 25 Wagner stated the Council was by no means trying to threaten the Task Force members. <br /> 26 There were however, concerns raised by the City Attorney. <br /> 27 Mr. Kuharski asked if the meeting could be considered a work session. <br /> 28 Mayor Ranallo stated that work sessions also were required to be posted. <br /> 29 <br /> 30 IX. NEW BUSINESS - None. <br /> 31 X. UNFINISHED BUSINESS. <br /> 32 A. Ordinance 1997-005, re: Professional Buildings as Permitted Conditional Use in <br /> Commercial Districts ( 3rd Reading ). <br /> 34 Marks questioned why research and testing which uses animals was excluded. <br />
