City Council Regular Meeting Minutes
October 28, 1997
• Page 9
Morrison reported that the inventory had been reduced at the end of 1996. The issue now is
to maintain a stable inventory.
Faust noted that profit is a function of the number of people working at the stores and the
scheduling. These are managerial issues and the Liquor Operations Manager is taking a
proactive approach.
John Kuharski, 2709 Pahl Avenue, reported that at the last Flood Task Force meeting it was
suggested that the increase in the sewer rate be postponed. The City Manager noted at that
meeting, that the funds would not be collected until the end of the first quarter of 1998 and
that this postponement would not affect the date the funds would first be collected. He stated
that is why he voted in favor of the postponement.
IX. NEW BUSINESS.
A. Resolution 97-045, re: Approve Plans and Specifications and Order Advertisement for
Bids for 1998 Street Improvements Project.
Motion by Marks, second by Enrooth to approve Resolution 97-045, approving plans and
specifications and ordering advertisement for bids for the improvement of Edward Street,
from 34th Avenue NE to 35th Avenue NE; Harding Street, from 34th Avenue NE to 36th
Avenue NE; and Roosevelt Street, from 34th Avenue NE to 35th Avenue NE, by
reconstruction of the roadways and utilities.
Motion carried unanimously.
B. Resolution.97-050, re: Approve Plans and Specifications and Order Advertisement for
Bids for the MSA Street Improvement Project on 33rd Avenue NE.
Motion by Marks, second by Wagner to approve Resolution 97-050, approving plans and
specifications and ordering advertisement for bids for the concrete pavement repair and
rehabilitation on 33rd Avenue NE between Silver Lake Road and Highcrest Road.
Mayor Ranallo questioned the proposed width of the sidewalk in front of the school.
Bob Moberg, Rieke Carroll Muller Associates, stated that the existing sidewalk in front of the
school is eight feet in width and is deteriorating and in need of repair. The proposal will
replace the sidewalk with a five foot width and the remaining area will be converted to grass
or boulevard.
Wagner asked if the sidewalk could be eight feet wide all the way to Silver Lake Road. He
noted that the section in front of the school is used a lot in both directions.
Faust noted that children walking three abreast or playing on the sidewalk would require an
eight foot width. He stated that eight foot is reasonable in this area. He noted there are also
many children which stand and wait on the sidewalk to be picked up.
