CALL TO ORDER/ROLL CALL. <br /> 5 The meeting was called to order at 7:18 P.M. following the Truth in Taxation Meeting. <br /> 6 H. ROLL CALL. <br /> 7 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner, and Faust. <br /> 8 Also Present: City Manager Mike Mornson and City Attorney William Soth. <br /> 9 Councilmembers Absent: None. <br /> 10 M. APPROVAL OF DECEMBER 3, 1997 REGULAR COUNCIL MEETING AGENDA. <br /> 11 Motion by Marks, second by Wagner to approve the December 3, 1997 Regular Council <br /> 12 Meeting Agenda as presented. <br /> 13 Motion carried unanimously. <br /> 14 IV. LICENSES/PERMITS/PETITIONS - None. <br /> 15 V. PRESENTATION OF CLAIMS. <br /> �16 Motion by Marks, second by Enrooth to approve the following claims: <br /> �l8 A. 2 pages of Verified Claims as presented by the Finance Director. <br /> 19 Motion carried unanimously. <br /> 20 VI. REPORTS. <br /> 21 A. Peter Willenbrina, WSB & Associates, Report on En ineering Analysis of Flood <br /> 22 Problem Areas. <br /> 23 Peter Willenbring, WSB & Associates, noted a report submitted of their engineering analysis <br /> 24 of selected flood problem areas within the City of St. Anthony. He also noted an Executive <br /> 25 Summary which had been.supplied to the Council. <br /> 26 Mr. Willenbring stated this report was developed in response to a rainfall event experienced <br /> 27 on July 1, 1997, when many structures within the City experienced flood damage. The City <br /> 28 received 57 storm water complaints by telephone calls, citizen contact with staff, council <br /> 29 representatives, or public works employees. Those 57 complaints were evaluated and WSB <br /> 30 found 13 problem areas within the City that are generally experiencing flooding problems. <br /> 31 Mr. Willenbring stated he would like to focus specifically this evening on developing policy <br /> 32 on how to react to some of the problems identified. <br /> 33 The WSB report looked at the July 1, 1997 event and tried to put that in context with other <br /> 34 events which have occurred in the past. The July 1 event resulted in 3.34 inches of rain over <br /> a 50-minute period and exceeded a 100-year event (a storm having a 1% chance of occurrence <br /> 4W6 in any given year). <br />
