City Council Regular Meeting Minutes December 3, 1997 • Page 3 1 Sue Kozarek, 4029 Shamrock Drive, reported that the City would have to be mapped and 2 surveyed to be included in that program and at this time FEMA has no intention of doing so. 3 Marks asked what steps the City would have to take to have this done. 4 Ms. Kozarek stated the City would have to begin the application process and meet certain 5 requirements. 6 Morrison stated residents cannot qualify for flood insurance without the area being qualified as 7 a flood zone. 8 Enrooth questioned the rates for flood insurance. 9 Norine Lockrem, 2916 Old Highway 8, stated the written material she had received from 10 FEMA suggested that the standard rate is between $300 and $400 per year for an average 11 home. She noted however that flood insurance only covers damages incurred to the main 12 floor of the structure. It does not cover damages to basements. 13 Mary Bauer, 4000 Foss Road, stated she had inquired about flood insurance and it was 14 available to her through State Farm Insurance Company for $306 per year. 05 Ms. Kozarek presented the following Water Management Task Force recommendations: 16 1. That the City accept the WSB study using the "TP40" design standard which will 17 protect most structures for a 100-year event based on the TP40 rainfall probability 18 tables at an estimated cost of $5.7 million to the City of St. Anthony. 19 2. That the City recognize that there are 13 problem areas throughout the City that need 20 resolution. 21 3. That the City increase the residential storm water rates to $25 per quarter as a starting 22 fee increase. This increase does not include commercial rates which will be reviewed 23 at a later date by the Task Force to determine if those rates need to be adjusted. 24 4. That the City establishe a self-insurance program to protect property owners that may 25 be affected by future flooding events in the interim while improvements are made to 26 the storm water sewer system and to those properties that will be adversely affected by 27 future flooding events that are beyond the 100-year event design. 28 5. That the Storm Water Task Force continue in existence and meets as needed in order 29 to support the City Staff and WSB in prioritizing projects and monitoring the progress 30 of the improvements. 31 6. That the City move forward with the application of the FEMA grant to pursue funding 32 which would be used to purchase homes in District 6. 33 7. That the City present this Plan to the State legislature and pursue additional funding 34 through the State in the upcoming legislative session. The State budget currently has excess funds and has indicated some of that funding may possibly be used for 6 infrastructures which we should seek for the City of St. Anthony.
