City Council Regular Meeting Minutes <br /> December 3, 1997 <br /> • Page 6 <br /> 1 D. City Manager. <br /> 2 Morrison reported the following: <br /> 3 1. Planning Commission interviews will be at the December 17, 1997 work session from <br /> 4 6:30 P.M. to 7:30 P.M. The Council meeting will begin at 7:30 P.M. <br /> 5 2. Morrison will be meeting with School District Superintendent Warren Rolek next week <br /> 6 to discuss miscellaneous issues including the date and agenda of a joint City Council - <br /> 7 School Board meeting in March or April and the Park Task Force report in regard to <br /> 8 Central Park. <br /> 9 3. The bid opening for the 1998 Street Projects will be on December 18, 1997. The <br /> 10 Resolutions will be considered in January and the hearings held in February of 1998. <br /> 11 4. Public Works, Police and Fire Union contracts will be finalized by December 9 and <br /> 12 will be included on the December 17, 1997 Council Agenda. Negotiations are going <br /> 13 well. <br /> 14 5. The City has applied for Federal money for two more police officers and should have <br /> 15 a response by March, 1998. The program includes a 75/25 match in the first year, <br /> 16 50/50 in the second, 25/75 in the third, and the City covers all costs in the fourth year <br /> 17 and beyond. <br /> 18 6. The City is entering into the second year of police contracts with the Cities of Falcon <br /> 19 Heights and Lauderdale and the rates will increase by 4%. However, the Cities need <br /> '10 to come to an agreement by April 15, 1998 for a contract for future years. This was <br /> 1 agreed to by all parties so that if any City decides not to continue, everyone will have <br /> 22 time to make adjustments. Proposed contract language will be presented at the <br /> 23 February work session. <br /> 24 7. Staff has been working on updates to the Tobacco and Telecommunications ordinance. <br /> 25 City Attorney has reviewed the Tobacco ordinance. The Tobacco ordinance needs to <br /> 26 be changed to comply with changes made in State laws last year. <br /> 27 8. Morrison has been working with WSB and several suburbs in regard to the Sump <br /> 28 Pump ordinance. This and figures based on the increase in the storm sewer rate <br /> 29 increase to $25 per quarter and adjustment in commercial rates will be presented at the <br /> 30 January work session. <br /> 31 9. The application for the FEMA grant will be on the December 17, 1997 Council <br /> 32 agenda. This is above the $150,000 already received by the City. <br /> 33 10. Early reports on the new Liquor Store have been positive. Staff has noticed a lot of <br /> 34 new customers because of the new location. <br /> 35 Wagner re-entered the meeting at 8:20 P.M. <br /> 36 Morrison noted the architect from KKE will present the Council with an updated summary in <br /> 37 regard to the Liquor Store as there have been a lot of changes made. <br /> 38 Mayor Ranallo inquired about the tire storage for the Tires Plus Building. <br /> 109 Morrison reported the tire storage may have to be eliminated as it cannot be located next to <br /> 40 the building due to the Fire Code. <br />
