City Council Regular Meeting Minutes <br /> • February 24, 1998 <br /> Page 6 <br /> 1 Mr. Hoelscher noted that all frequencies are controlled by the Federal Communications <br /> 2 Commission. This system operates on an 1800 megahertz high frequency signal and it is <br /> 3 impossible for it to interfere with other communications. <br /> 4 <br /> 5 Cavanaugh asked if U.S. West was planning to install other antennas in the City of St. Anthony. <br /> 6 <br /> 7 Mr. Hoelscher stated this is the only site anticipated to be needed in the City. These antennas <br /> 8 generally need to be situated one mile apart within City limits. <br /> 9 <br /> 10 Cavanaugh asked Mr. Hoelscher if he was involved with the site selection and if the antenna <br /> 11 could be moved further east in the right-of-way into a more commercial area. <br /> 12 <br /> 13 Mr. Hoelscher stated he was involved in the lease negotiations with the landlord. He noted the <br /> 14 proposed location is a heavily industrialized area near the railroad tracks and the property owner <br /> 15 Ken Solie is interested in leasing the land. The antenna will be mainly screened with trees and <br /> 16 vegetation but will be visible from 37" Avenue as you drive by the site. He noted the Apache <br /> 17 Medical Building had been considered but did not provide the coverage needed. <br /> 18 <br /> 19 Cavanaugh noted the proposed location is a low spot in the area. <br /> 0 Mr. Hoelscher agreed that this is a low point and explained that PCS antennas do not need to be <br /> 22 located at the highest point. <br /> 23 <br /> 24 Motion by Cavanaugh, second by Marks to approve the request for a conditional use permit for <br /> 25 U.S. West, for 2801 - 37`h Avenue NE, based on the recommendations of the Planning <br /> 26 Commission. <br /> 27 <br /> 28 Motion carried unanimously. <br /> 29 <br /> 30 C. Councilmembers. <br /> 31 Thuesen reported his attendance last week at a Land Use Planning Workshop. The Workshop <br /> 32 dealt with a number of land use issues. He stated the workshop was generally designed for <br /> 33 people on the Planning Commission, however, since he has never been a member of the Planning <br /> 34 Commission, he found it to be very helpful. <br /> 35 <br /> 36 Thuesen reported his attendance at the recent Parks Task Force meeting. He noted that some of <br /> 37 the members still seem to be struggling with some issues and it bogged down the meeting a bit. <br /> 38 The Task Force discussed financial strategies and the selection and evaluation of equipment for <br /> 39 the tot lot. The Parks Task Force plans to address the Council at their April 28, 1998 meeting. <br /> 40 <br /> Faust stated he believed that the City will prevail and obtain funding for the water issue if they <br /> 10 continue and are vigilant with making contacts. <br /> 43 <br />
