CALL TO ORDER. <br /> 8 Meeting called to order at 6:31 p.m. <br /> 9 <br /> 10 II. ROLL CALL. <br /> 11 Councilmembers Present: Ranallo, Marks, Faust, Cavanaugh, and Thuesen. <br /> 12 Also Present: Michael Mornson, City Manager; Kim Moore-Sykes, <br /> 13 Management Assistant; Carrie Luther, Hennepin County Assessors Office. <br /> 14 <br /> 15 III. DISCUSSION OF PROPERTY VALUATION IN ST. ANTHONY. <br /> 16 Carrie Luther, Hennepin County Assessors Office reported on the market values <br /> 17 in St. Anthony for Hennepin County only. She passed out a spreadsheet listing <br /> 18 the ten highest market values. Ms. Luther reported that she had three letters of <br /> 19 appeal from St. Anthony residents. The letters received were from Thomas E. <br /> 20 Brever, property at 2717 St. Anthony Boulevard; John and Mary Kuharski, <br /> 21 property at 2709 Pahl Avenue; and Marilyn Dregger, property at 3304 - 33rd <br /> • 22 Avenue N.E. She indicated that she had reduced the property value on two of <br /> 23 the properties and had recommended no change for the third one. All three <br /> 24 property owners want to continue their appeal. <br /> 25 <br /> 26 Ms. Luther reported that Hennepin County has St. Anthony properties appraised <br /> 27 to 94% of their market value. She said that the State encourages properties to <br /> 28 be assessed to 93% of their market value. <br /> 29 <br /> 30 Councilmember Cavanaugh asked if Ms. Luther knows any danger signs and <br /> 31 warnings that the City should watch out for or things that the City should do to <br /> 32 increase property values. Ms. Luther responded that St. Anthony is doing very <br /> 33 well; that there are no specific areas that need to be worked on. She indicated <br /> 34 that there are only a few spots in St. Anthony where property values are <br /> 35 decreasing. <br /> 36 <br /> 37 Councilmember Cavanaugh indicated that there are houses in the City that lack <br /> 38 maintenance. He suggested that the County may have someone who can assist <br /> 39 with painting or that low-interest loans could be made available. <br /> 40 Councilmember Faust indicated that the number of properties where this is the <br /> 41 case is very small. Ms. Luther reiterated that she feels St. Anthony is doing <br /> 42 fine. <br /> • 43 <br /> 44 Ms. Luther reported that their hours for the summer have changed slightly. She <br /> 45 indicated that Monday and Wednesday her hours will be 8:00 a.m. to 4:30 <br />
