City Council Regular Meeting Minutes <br /> • May 26, 1998 <br /> Page 8 <br /> 1 Cavanaugh asked if Mr. Bonniwell had put test data in the system to see how it operates. <br /> 2 Mr. Bonniwell stated he would not put test data in a live system. The testing was done by the <br /> 3 vendor. He noted there are some "bugs" on the system that still need to be worked out. <br /> 4 Cavanaugh asked Mr. Bonniwell if he was comfortable with the figure of$53,000 for income <br /> 5 from liquor operations as stated in the Management Letter. <br /> 6 Mr. Bonniwell stated he was comfortable with that figure. <br /> 7 Cavanaugh asked if a requirement of a Park Dedication Fee was common and if Cub Foods and <br /> 8 the redevelopment in Apache has paid a Park Dedication Fee. <br /> 9 Mr. Bonniwell stated that Park Dedication Fees are seen in many communities but are not as <br /> 10 significant in this City. <br /> 11 Morrison explained that Park Dedication Fees are generally charged to residential or park <br /> 12 development, not commercial property. <br /> Cavanaugh questioned the comment in the Management Letter that the interfund balances <br /> 4 between the City and the Housing and Redevelopment Authority should be repaid during the <br /> 15 year. <br /> 16 Mr. Bonniwell noted that the City has one checking account and the Housing and <br /> 17 Redevelopment Authority has another. These funds should be reimbursed to the other account in <br /> 18 the same calendar year. <br /> 19 Cavanaugh stated he would like a written response from the City Manager with respect to the <br /> 20 issues raised in the Management Letter. <br /> 21 Faust asked Mr. Bonniwell if there were any issues that were raised last year during the Audit <br /> 22 which were present again in this year's audit. <br /> 23 Mr. Bonniwell stated there were not. <br /> 24 Morrison reported that upon receipt of the Management Letter he discusses the specific concerns <br /> 25 which each department head. He noted the primary concerns this year are with the liquor <br /> 26 operations and the Liquor Operations Manager has been asked to correct these problems. <br /> 27 Cavanaugh stated he had not seen a 1998 budget for the liquor operations. The only proposed <br /> budget is a mirror of the 1997 budget. He also stated that a profit plan has not yet been provided. <br />
