City Council Regular Meeting Minutes
• May 26, 1998
Page 8
1 Cavanaugh asked if Mr. Bonniwell had put test data in the system to see how it operates.
2 Mr. Bonniwell stated he would not put test data in a live system. The testing was done by the
3 vendor. He noted there are some "bugs" on the system that still need to be worked out.
4 Cavanaugh asked Mr. Bonniwell if he was comfortable with the figure of$53,000 for income
5 from liquor operations as stated in the Management Letter.
6 Mr. Bonniwell stated he was comfortable with that figure.
7 Cavanaugh asked if a requirement of a Park Dedication Fee was common and if Cub Foods and
8 the redevelopment in Apache has paid a Park Dedication Fee.
9 Mr. Bonniwell stated that Park Dedication Fees are seen in many communities but are not as
10 significant in this City.
11 Morrison explained that Park Dedication Fees are generally charged to residential or park
12 development, not commercial property.
Cavanaugh questioned the comment in the Management Letter that the interfund balances
4 between the City and the Housing and Redevelopment Authority should be repaid during the
15 year.
16 Mr. Bonniwell noted that the City has one checking account and the Housing and
17 Redevelopment Authority has another. These funds should be reimbursed to the other account in
18 the same calendar year.
19 Cavanaugh stated he would like a written response from the City Manager with respect to the
20 issues raised in the Management Letter.
21 Faust asked Mr. Bonniwell if there were any issues that were raised last year during the Audit
22 which were present again in this year's audit.
23 Mr. Bonniwell stated there were not.
24 Morrison reported that upon receipt of the Management Letter he discusses the specific concerns
25 which each department head. He noted the primary concerns this year are with the liquor
26 operations and the Liquor Operations Manager has been asked to correct these problems.
27 Cavanaugh stated he had not seen a 1998 budget for the liquor operations. The only proposed
budget is a mirror of the 1997 budget. He also stated that a profit plan has not yet been provided.
