City Council Regular Meeting Minutes
• June 23, 1998
Page 4
1 Commissioner Makowske reported a public hearing was held to consider a request by
2 Krause/Anderson for a Conditional Use Permit to locate Robodyne Corp., in the vacant building
3 at 2550.Highway 88, formerly known as the Town& Country grocery store. The City Attorney
4 advised the Planning Commission that the request could be approved as an allowable use or a
5 conditional permitted use, or denied on the basis that it is an incompatible use. Makowske noted
6 that the City is currently in the process of considering the redevelopment of the entire south end
7 of the City.
8 Robodyne is currently located in the industrial park of St. Anthony. Originally the Planning
9 Commission suggested that the owner, Mr. Alvite, look for property in the industrial park.
10 - However, there are no properties which meet his size requirements at this time or for the future.
11 Robodyne requires 25,000 square feet and the Town and Country building is 37,000 square feet
12 which will provide for their current and future needs.
13 A letter received by the City from Rodney Johnson, Real Estate Manager for St. Anthony
14 Minneapolis Inc., dated May 28, 1998, stating that he was adamantly opposed to the granting of
15 the conditional use permit for the relocation of Robodyne to 2550 Highway 88, was read into the
16 record at the Commission meeting.
17
4R Due to the ongoing redevelopment process and the fact that Krause/Anderson had attempted to
market this building for a retail use for one year with no success, the Planning Commission
20 determined the best solution was to allow the use with a Conditional Use Permit with the
21 stipulation that if will expire at the end of five years. This will allow a current St. Anthony
22 business owner and employer who has made significant investment in the residents of St.
23 Anthony, to remain in the City, and will provide Krause/Anderson with funds to pay taxes and
24 will fill a vacant building in the City. However, Mr. Alvite's contract with Krause/Anderson
25 includes the option to purchase the property at the end of five years and if the Conditional Use
26 Permit is not renewed, Mr. Alvite could not utilize the property for the same use.
27 Commissioner Makowske reported that the Planning Commission voted 4-0-1 abstention in
28 favor of granting a Conditional Use Permit to locate Robodyne Corp. in the building at 2550
29 Highway 88 based on the following:
30 1. The proposed conditional use is a conditional use specifically allowed for this zoning
31 district.
32 2. The proposed use will not be detrimental to the health, safety, or general welfare of
33 persons residing or working in the vicinity or injurious to property values or
34 improvements to the vicinity.
.35 3. The proposed use is necessary or desirable at the above location to provide a service or a
36 facility which is in the interest of public convenience and will contribute to the general
welfare of the neighborhood or community.
4. The Conditional Use Permit will expire five years from February 1, 1999 or five years
39 from the date that Mr. Alvite opens for business, whichever comes first.
