City Council Regular Meeting Minutes <br /> • August 25, 1998 <br /> Page 11 <br /> 1 Ms. Jindra stated the Parks Commission would like to delay the decision until October <br /> 2 to give them a chance to meet two more times. <br /> 3 Peter Willenbring, WSB, stated a rough grade for Silver Point Park can go to the <br /> 4 bidding process. He stated the drawbacks against waiting until Spring 1999 to <br /> 5 reconstruct the park are numerous: there are no load limits in the fall; construction <br /> 6 won't commence until May or June in the spring; residential construction is more <br /> 7 feasible in the fall as windows are closed. He added the reconstruction can be <br /> 8 postponed if necessary. <br /> 9 Ms. Jindra reiterated there are a wide range of issues to be discussed and decisions to <br /> 10 be made, beyond those which are flood-related. She added the Parks Commission <br /> 11 wishes to provide an open forum for discussion to City residents and extend an <br /> 12 invitation to residents to attend meetings, hear discussion, and submit ideas and <br /> 13 information. Mayor Ranallo asked Mr. Mornson to assist with an article to be published <br /> 14 in the local paper regarding the Parks Commission. <br /> 15 Ms. Jindra stated in addition to the 3 parks in the City now, there is the potential of <br /> passive green space due to the City's purchase of homes damaged in the flooding. In <br /> 7 addition, the public works area may be utilized at some point. The Parks Commission <br /> 18 is also looking into the possibility of a joint effort with the Salvation Army Camp to <br /> 19 open that space to the community for use. <br /> 20 Mayor Ranallo stated he and Mr. Mornson had met with the Director of the Salvation <br /> 21 Army who indicated the residents of St. Anthony were not utilizing the camp due to its <br /> 22 proximity and residents' desire to go spend vacation time away from home. Ms. Jindra <br /> 23 stated she was unaware the camp was open to the public. <br /> 24 Ms. Jindra continued the Parks Commission is considering a number of possible <br /> 25 projects, including a program with the golf course, winter activities, and the use of the <br /> 26 Unisys ballfields. <br /> 27 Mayor Ranallo thanked Ms. Jindra, and invited her and the Parks Commission to bring <br /> 28 issues to the City Council as often as necessary. <br /> 29 D. Councilmembers. <br /> 30 Marks reported his attendance at a meeting of the Sister City Committee, and noted the group <br /> 31 is progressing with respect to obtaining a 501-C3 IRS designation. He stated some of the <br /> members of the Committee recently visited Salo, Finland, including David Braslov, and <br /> it returned with greetings from the city government of Salo to the City of St. Anthony. <br />
