Cavanaugh stated he believed this dialogue regarding the budget <br /> 6 was a healthy and necessary debate. <br /> 7 Mr. Nelson questioned the police budget statement for Falcon Heights and Lauderdale from the <br /> 8 budget document, stating there were no revenues listed. Mr. Mornson clarified the revenues <br /> 9 are listed under Intergovernmental Revenue. <br /> 10 Mr. Nelson questioned whether there are other sources of intergovernmental revenue, and if so <br /> 11 why they are not itemized separate. He pointed out the difficulty of determining specific <br /> 12 revenues based on those figures. Mr. Mornson stated all sources are included on that page. <br /> 13 Cavanaugh stated he has made numerous requests for intergovernmental revenue itemization <br /> 14 from the City to no avail. <br /> 15 Mr. Nelson asked whether the City intends to hire community services officers on grant, and <br /> 16 whether, according to past practices, the officers will remain on payroll if the grant expires. <br /> Mayor Ranallo stated the city has never had community services officers before. Mr. Nelson <br /> asked whether other communities have set precedence. <br /> 19 Mayor Ranallo stated this is a Federal program initiated by President Clinton to provide funds <br /> 20 for community-oriented police programs to put more officers on the streets. <br /> 21 Mr. Nelson asked whether the City would be hiring community service officers if no grant <br /> 22 were available. Faust confirmed that St. Anthony is one of the few communities in the <br /> 23 metropolitan area which does not employ these officers. He added they provide an important <br /> 24 function, carrying out administrative and liaison duties without carrying a weapon, and keeping <br /> 25 uniformed officers on the streets. He stated the community service officers will be an asset to <br /> 26 the community. <br /> 27 Cavanaugh stated the more questionable issue is the two police officers recently hired to work <br /> 28 on special projects. <br /> 29 Motion by Faust, second by Ranallo to approve Resolution 98-070, setting the 1999 proposed <br /> 30 tax levy and budget. <br /> 31 Motion carried unanimously. <br /> 32 X.
