City Council Regular Meeting Minutes <br /> • September 8, 1998 <br /> Page 4 <br /> 1 improvements associated with the home buyout program at the same time,which would account <br /> 2 for 4 ponding locations. <br /> 3 Mr. Hubmer stated the project includes the proposed replacement of the sanitary sewer system in <br /> 4 this location which has been determined to be under capacity and could result in a bottleneck. In <br /> 5 addition,the existing water mains and storm sewer system will be improved. <br /> 6 Mr. Hubmer stated that these improvements, in conjunction with the proposed storm water <br /> 7 ponding areas, will provide 100-year flood protection to the citizens of St. Anthony. <br /> 8 Mr. Hubmer stated the road sections will be replaced to the same width and configuration with <br /> 9 only slight changes to the grade to accommodate storm water changes and better drainage. Mr. <br /> 10 Hubmer presented depictions of the cross-sections for Wilson Street and Pahl Avenue as well as <br /> 11 the alley. <br /> 12 Mr. Hubmer stated the estimated total cost for the 1999 street reconstruction program is <br /> 13 estimated at $1.2 million. He added funding for the project will come from a variety of sources <br /> 14 including City Storm Water Utility Funds, Special Assessments, FEMA flood mitigation grant <br /> 0 funds, and the Minnesota Department of Natural Resources. <br /> 16 Mayor Ranallo stated the feasibility report and specifications are the first step in the process, <br /> 17 followed by a neighborhood meeting to be held on September 30; bid advertisement by <br /> 18 November 10; bids received by December 10; approval of resolutions by January 12;public <br /> 19 hearings on assessments to be held by February 9; and commencement of construction around <br /> 20 the first part of May, after the end of road restrictions. <br /> 21 Rodger Ness, 2701 Pahl Avenue,requested information from the Council regarding the area <br /> 22 surrounding his home. Mr. Ness stated the alley between Pahl Avenue and St. Anthony <br /> 23 Boulevard was repaved only a few years ago and is still in excellent condition and drains well. <br /> 24 He expressed his doubt at the necessity of repaving the alley. He added that the current proposed <br /> 25 reconstruction will present major expense to him as he lives on the corner of Pahl Avenue and <br /> 26 Wilson Street with the alley behind, and will therefore be assessed on three sides. Mr.Ness <br /> 27 stated the total cost for him will be over$12,000 which is more than 10%of the value of his <br /> 28 home. <br /> 29 Mr. Hubmer stated the purpose of the alley reconstruction is to make sure that water will drain to <br /> 30 holding ponds, and as such the funds for same would come from the DNR. <br /> 31 Mr. Ness questioned whether homeowners will pay the total cost of street assessments. Mayor <br /> Ranallo stated they will not pay the total cost. Mr. Hubmer confirmed that the city pays 65%of <br /> 41 street reconstruction costs, and the homeowner pays 35%. <br />
