City Council Regular Meeting Minutes
• September 22, 1998
Page 3
1 factors are being considered, including the size of the stockpile, its aesthetics and affect on the
2 safety of Central Park.
3
4 Ms. Jindra stated the bids are due by October 7, and the Parks Commission had changed their
5 meeting to October 8 to discuss the bids. She added decisions will be made by the Parks
6 Commission and presented to the City Council at the October 13 public hearing.
7
8 Ms. Jindra requested a press release be drafted regarding the public hearing on October 13 to
9 include a diagram depicting proposed changes to Silver Point Park.
10
11 Ms. Jindra stated the Parks Commission wishes to move forward with plans for the Watertower
12 Park since the site has no flooding concerns and there is little grading to be done. She added in
13 view of the potential stockpiling it will be necessary to have additional play space. She stated the
14 Parks Commission requires the Council's approval to proceed.
15
16 Ms. Jindra stated the Parks Commission had discussed the possible sale of the Salvation Army
17 camp and is vehemently opposed to residential rezoning of that land. She added if the land is
18 retained by the Salvation Army, the Parks Commission wishes to pursue a joint program or
19 agreement with them.
aMayor Ranallo urged the Parks Commission to begin planning for Watertower Park. Ms. Jindra
22 stated the Commission had presented preliminary figures to the Council last spring for this project
23 but no progress had been made since then.
24
25 Cavanaugh asked whether a conceptual plan for approval by the City Council could be presented
26 by the Parks Commission. Mr. Morrison stated Bob Kost, BRW, would be consulted after a
27 conceptual plan had been received from the Parks Commission.
28
29 Jane Hintz, 3503 Maplewood Drive, stated playground equipment for the renovation of Silver
30 Point Park might be obtained at a discount if decisions are made this fall.
31
32 Ms. Hintz expressed concern over the stockpiling of dirt in Central Park, questioning whether
33 storm water run-off would be a problem. Mayor Ranallo stated a silt fence would be installed to
34 prevent such a problem from occurring.
35
36 Ms. Jindra stated the stockpile might grow to a height of 26-30 feet. She added play equipment
37 vendors had confirmed 1998 prices would only be available through the end of the year and would
38 increase in 1999.
39
40 Cavanaugh asked whether the Commission had considered the type of picnic shelter to be
41
installed. Ms. Jindra stated the Commission hopes to design similar shelters for the other parks
3 thus creating an aesthetic uniformity.
44
