CALL TO ORDER <br /> 8 The meeting was called to order at 7:00 P.M. followed by the Pledge of Allegiance led by <br /> 9 Mayor Ranallo. <br /> 10 <br /> 11 H. ROLL CALL. <br /> 12 Councilmembers present: Ranallo,Marks,Faust, Cavanaugh, and Thuesen. <br /> 13 Councilmembers absent: None. <br /> 14 Also present:- City Manager Mike Mornson. <br /> 15 <br /> 16 <br /> 17 III. OPEN TRUTH INTAXATION PUBLIC HEARING. <br /> 18 Ranallo opened the Truth in Taxation Public Hearing at 7:02 P.M. He welcomed Fire Chief <br /> 19 Johnson,Police Chief Engstrom,Public Works Director Jay Hartman,Management Assistant <br /> 20 Kim Moore-Sykes,Liquor Manager Mike Larson, and Finance Director Roger Larson. <br /> 21 <br /> 22 Ranallo stated the budget process began on August 5, 1998 and October 6, 1998 when Council <br /> worksessions were held to review the 1999 budget. He added the 7.3%overall tax increase <br /> reflects the addition of Police Department personnel,which is decreased to 3.15%after federal <br /> 25 funds are taken into consideration. He invited City Manager Mike Mornson to provide a <br /> 26 summary of the proposed budget. <br /> 27 <br /> 28 IV. PRESENTATION OF 1999 CITY BUDGET AND TAX LEVY BY CITY MANAGER <br /> 29 AND FINANCE DIRECTOR <br /> 30 Mornson reviewed the budget changes proposed for 1999, and a Statement of Revenues, <br /> 31 Expenditures and Changes in Fund Balance. He stated the increased budget is mainly due to the <br /> 32 addition of 2 full-time police officers and 2 part-time community service officers. He added <br /> 33 these costs are off-set by grant funds from the federal government. <br /> 34 <br /> 35 Wayne Carlson, 3917 Macalester Drive,asked whether the City has incurred a debt with regard <br /> 36 to the'construction of the new City Hall. Mornson stated the City Hall portion of the building <br /> 37 has been completely paid for with money saved by the City,and a 15-year bond was issued to <br /> 38 construct the community services portion of the building which is being paid back through tax <br /> 39 increment districts within the City. <br /> 40 <br /> 41 Ranallo stated additional funds were provided by the Sports Boosters for the gymnasium, and the <br /> 42 School Board provides funds each year for community services. <br /> 43 <br /> V.
