City Council Meeting Minutes <br /> • February 9, 1999 , <br /> Page 9 <br /> 1 stated the flip side to the "big ugly hole" is that many resident's homes have been greatly <br /> 2 devalued due to the adverse affects of repeated flood damage. <br /> 3 <br /> 4 Ms. Stuhr stated as a taxpayer she is willing to pay more to have the project completed properly <br /> 5 and everyone keep their property intact. She added that there is no great need to complete this <br /> 6 project immediately, and many communities are wet.and stay wet. She expressed concern over <br /> 7 the City's apparent lack of political will. <br /> 8 . <br /> 9 Rodger Ness, 2701 Pahl Avenue NE, stated he experiences flooding at his intersection 4=5 times <br /> 10 a year as deep as 42" which causes basement flooding through his window wells. He added he <br /> 11 recently spent a whole summer on basement clean-up and does not want to see extra water in the <br /> 12 City's residential areas. He expressed concern that something must be done, and the water must <br /> 13 be diverted or delayed to avoid repeated flooding several times a year. <br /> 14 <br /> 15 Motion by Faust, second by Marks to close the public hearing at 8:29 P.M. <br /> 16 <br /> 17 Motion carried unanimously. <br /> 49 A. Street Improvements (Resolution 99-016, re: Order 1999 street and utility <br /> 20 improvements). <br /> 21 Cavanaugh stated that in voting for this resolution the Council is closing off the south end option <br /> 22 which has been considered heavily and would cost the community a huge amount of money. He <br /> 23 added he ran for office on the premise that all citizens should have dry private property, and <br /> 24 while 90%of the Village takes that for granted many areas have inadequate storm and sanitary <br /> 25 sewer systems. <br /> 26 <br /> 27 Cavanaugh stated the community has the responsibility to ensure public water stays off private <br /> 28 property and while the Council continues to consider alternative solutions, it would be <br /> 29 irresponsible to redevelop Town& Country. He expressed his support for the resolution. <br /> 30 <br /> 31 Ranallo stated flooding problems are not experienced only in the City's south end. <br /> 32 <br /> 33 Marks stated flooding has been a serious issue throughout his tenure on the Council and the <br /> 34 problems are close to being solved at this point. He stated the problem is not a lack of political <br /> 35 will but a need for consensus and reasonable alternative solutions. He expressed his support of <br /> 36 the resolution. <br /> 37 <br /> 38 Thuesen stated the decision is a difficult one to make, adding the big ugly hole referenced by Ms. <br /> 39 Stuhr will be a beautiful green space for kids to play. He added the trivialization of the impact of <br /> flooding does not do it justice, adding that numerous residents experienced damage which they <br />
