City Council Meeting Minutes <br /> February 9, 1999 <br /> • Page 3 <br /> 1 Faust asked whether Mr. Krier would address the highest and best use of the shopping center in <br /> 2 preparing the draft land use plan. Mr. Krier confirmed that the most appropriate use would be <br /> 3 identified. <br /> 4 <br /> 5 Ranallo welcomed Sue Wenker and invited her to address the Council. Ms. Wenker introduced <br /> 6 her friend Colleen Hodlack, stating they had prepared a draft landscape plan for the Town& <br /> 7 Country property for the rejuvenation and beautification of the area. She presented photos of <br /> 8 green areas in her backyard and contrasting photos of holding ponds within the City, stating such <br /> 9 ponds are not desirable. She presented a photo of a holding pond in Edina constructed as part of <br /> 10 its 100-year flood protection program noting its beauty and park-like surroundings. <br /> 11 <br /> 12 Ms. Wenker stated she and Ms. Hodlack had prepared the landscape plan for the Town& <br /> 13 Country area to include the demolition of Northgate mall and the Town& Country structure, <br /> 14 creation of a lake, landscaping and added greenery. She added the plans they had prepared were <br /> 15 not drawn to scale and simply represented their vision. <br /> 16 <br /> 17 Ms. Wenker stated the concept prepared by he and Ms. Hodlack sought to alleviate the <br /> pressure on the Harding neighborhood or Silver Point Park, and encouraged the City to spend the <br /> 40 money to redevelop the Town & Country area rather than burdening one area. <br /> 20 <br /> 21 Ranallo stated that the feasibility study completed by the City on the Town& Country site <br /> 22 redevelopment and holding pond identified a piping cost of between$11 and$13 million. He <br /> 23 thanked Ms. Wenker and Ms. Hodlack for their presentation. <br /> 24 <br /> 25 Motion by Marks, second by Faust to approve preparation of a land use plan by Mr. Richard <br /> 26 Krier, RLK Kuusisto Ltd. <br /> 27 <br /> 28 Motion carried unanimously. <br /> 29 <br /> 30 C. Councilmembers. <br /> 31 Cavanaugh reported on his attendance at the monthly meeting of ACTION at which fundraising <br /> 32 was discussed, as well as an inter-generational conference to be held April 17, 1999 at the high <br /> 33 school. He added that the conference will bring together 5 generations from within the <br /> 34 community for discussion of issues which affect the community across generations. <br /> 35 <br /> 36 Cavanaugh reported on his attendance at the Northwest Family Services Board of Director's <br /> 37 recent weekend retreat. He added this organization,which is engaged in social services <br /> 38 activities, is Ramsey County-oriented. <br /> 39 <br />. 10 Cavanaugh reported on his attendance at a meeting of the St. Anthony and New Brighton <br /> 41 Chemical Health Coalition, a group formed to address the problems of drug and alcohol <br />
