Cavanaugh suggested <br /> 2 the Mayor be excluded from the committee. <br /> 3 <br /> 4 Ranallo stated that if that was Cavanaugh's opinion, he would move to appoint himself and Faust <br /> 5 to serve on the committee. Cavanaugh withdrew his request to serve on the committee, adding <br /> 6 he would take care of it himself. Faust stated Cavanaugh should not carry on negotiations. <br /> 7 Cavanaugh reiterated that the sale is on a fast track. <br /> 8 <br /> 9 Motion by Ranallo, second by Thuesen, to appoint Ranallo and Faust to the Salvation Army <br /> 10 Camp ad_hoc committee. <br /> 11 <br /> 12 Motion carried unanimously. <br /> 13 <br /> 14 X. UNFINISHED BUSINESS. <br /> 15 A. Ordinance 1999-001, re: Adopt Minnesota State Building Code (3rd reading. <br /> 16 Motion by Cavanaugh, second by Thuesen to approve the 3rd reading of Ordinance 1999-001, <br /> 17 adopting the Minnesota State Building Code as revised and providing for its application, <br /> 18 administration, and enforcement; and providing for the repeal of all inconsistent ordinances; and, <br /> 19 amending Section 615.07, Fees#12, #16, and#18 of the 1993 St. Anthony Code of Ordinances. <br /> 20 <br /> Motion carried unanimously. <br /> 2 <br /> 23 B. Ordinance 1999-002, re: Water rates Ord reading). <br /> 24 Motion by Cavanaugh, second by Faust to approve the 3rd reading of Ordinance 1999-002, an <br /> 25 ordinance relating to water rates, amending Section 610.02 of the 1993 St. Anthony Code of <br /> 26 Ordinances. <br /> 27 <br /> 28 Motion carried unanimously. <br /> 29 <br /> 30 Stan Kasal, 2801 Silver Lake Road, addressed the Council with regard to the ownership of <br /> 31 Trillium Park property and expressed concern over the loss of houses along Silver Lake Road, <br /> 32 adding his house is one of the 7 houses involved. He asked whether the park property is under <br /> 33 Hennepin County or State Highway Department ownership, and if the park is public property <br /> 34 whether he might purchase some of it and expand his holdings and thereby remedy possible <br /> 35 squatting. Ranallo stated he was unsure about the legal ramifications but if it is City property it <br /> 36 could possibly be sold. <br /> 37 <br /> 38 Cavanaugh stated he has the same problem at his home and the County is reluctant to modify <br /> 39 easements as it is not worth their efforts. <br /> 40 <br /> 41 Rich Leach, 34th Avenue, asked whether the storm sewer to the south of Mr. Kasal's property <br /> could be utilized for drainage. Ranallo stated that is a very small pipe. Cavanaugh stated other <br /> problems are also being corrected. <br /> 44 <br />
