City Council Meeting Minutes <br /> April 27, 1999 <br /> • Page 6 <br /> 1 Ranallo stated that he and Morrison met recently with City Administrators from Falcon Heights <br /> 2 and Lauderdale to discuss the police contract, adding the meeting was a good one with <br /> 3 administrators expressing that the Police Department does a great job for them. He added that <br /> 4 emergency situations were a topic of discussion to determine coordination of efforts in case of <br /> 5 disaster. He,expressed his appreciation of Police Chief Dick Engstrom's hard work and excellent <br /> 6 hiring efforts. <br /> 7 <br /> 8 Ranallo stated that the Volunteer.Dinner will be held Friday,April 30, 1999 and encouraged all <br /> 9 volunteers to attend. <br /> 10 <br /> 11 C. City Manager. <br /> 12 Morrison reviewed the proposed park dedication ordinance which he recommended that the <br /> 13 Council defer to the Planning-Commission for their review and commence readings in June. <br /> 14 <br /> 15 Cavanaugh asked whether this ordinance would apply to Apache Plaza. Mr. Morrison stated that <br /> 16 some cities do not include commercial property in this ordinance, but that could be discussed. <br /> 17 <br /> d Morrison reviewed the proposed right of way ordinance which has been under discussion for a <br /> few years, and recommended that readings commence in May. <br /> 20 <br /> 21 Morrison stated that he will attend a meeting with Hennepin County, Minneapolis and Roseville <br /> 22 to be held Wednesday, April 28, 1999 to discuss possible purchase of the abandoned railroad <br /> 23 property off Highway 88. He added that a proposal will be discussed under which 4-5 public <br /> 24 agencies led by Hennepin County would purchase that property for future use as light rail or <br /> 25 trails. <br /> 26 <br /> 27 Marks stated that he spoke recently with Hennepin County Commissioner Mark Stengline who <br /> 28 indicated that the County has a strong interest in this potential purchase. <br /> 29 <br /> 30 Mornson stated that Richard Krier, RLK Kuusisto, had presented his work towards a proposed. <br /> 31 land use plan for the St. Anthony Shopping Center to the Planning Commission at their April 20, <br /> 32 1999 meeting. He added a public hearing on the land use plan may not be scheduled before the <br /> 33 Commission until the end of June as such a decision might be burdensome to the 3 new <br /> 34 Commissioners at their first meeting. <br /> 35 <br /> 36 Mornson stated that a bill pertaining to property tax and tax increment bills being proposed <br /> 37 before the State legislature will have negative impact on the City, and will limit the ability of <br /> 38 residents to petition for reverse levy increase. He stressed the importance of expressing the <br /> 39 City's concern over this issue to legislators. <br /> I* <br />
