City Council Meeting Minutes <br /> June 8, 1999 <br /> Page 4 <br /> 1 <br /> 2 Mornson stated the Planning Commission will be discussing 3 items at their next meeting: <br /> 3 Richard Krier, consultant from RLK, will be present to begin discussion on a land use plan for <br /> 4 the St. Anthony Shopping Center; uses for the Salvation Army property; and, the park <br /> 5 dedication fee ordinance. <br /> 6 <br /> 7 Mornson stated he attended a meeting that day at the Salvation Army property with <br /> 8 representatives from the School Board, the Heart of the Earth School and the Suburban Hennepin <br /> 9 County Parks System. He added it was indicated that a purchase agreement is near completion, <br /> 10 and the School hopes to take ownership no later than Fall 2000. <br /> 11 <br /> 12 Mornson stated the School intends to begin an aggressive $20 million funding campaign for <br /> 13 purchase of the property and other costs, and a partnership for use of the land was discussed. He <br /> 14 added the School wishes to cooperate with the City and keep the property in its current state, <br /> 15 while making it clear they would expect funding in exchange for access. <br /> 16 <br /> 17 Mornson stated the Council-imposed moratorium on the property was discussed, and noted the <br /> 18 School would wish to have the moratorium lifted. Mornson added he informed them.it would be <br /> necessary to convince the Council of this. He noted a joint meeting was planned between the <br /> IRO City Council and School Board on June 29, 1999 at 7:30 PM in the Council Chambers and <br /> 21 School representatives from Heart of the Earth would be presented at that meeting . <br /> 22 <br /> 23 Ranallo stated the School wants to determine exactly what the City wants from the property and <br /> 24 how much funding will be made available. This is an issue the Council may want to think about <br /> 25 after the presentation on June 29'. <br /> 26 <br /> 27 Ranallo stated it was suggested that the meeting be opened to the community, and future <br /> 28 discussions be initiated with surrounding suburbs and schools. He added the School was <br /> 29 receptive to this suggestion. <br /> 30 <br /> 31 Cavanaugh stated the Planning Commission should review community utilization. Mornson <br /> 32 stated it is an agenda item for their next meeting. <br /> 33 <br /> 34 Mornson drew the Council's attention to a letter from the City attorney in response to the <br /> 35 Citizens Petition for an Environmental Assessment Worksheet(EAW). He noted the letter states <br /> 36 that the City is exempt from the EAW because the property is under ten acres. The Council <br /> 37 agreed with the City Attorney's letter. <br /> 38 <br /> 39 Cavanaugh stated he had seen a large crane at the Town& Country site, and the operator stated <br /> he had been informed by City staff that power lines within the right-of-way do not require a <br /> permit. He requested clarification on this matter. Mornson stated he would look into it. <br />
