Mr. Gibbs, 2617 Lowry Avenue, stated he and his <br /> 2 wife had purchased the property at 2621 Lowry Avenue from his aunt and intend to demolish the <br /> 3 home on that lot and construct a garage. <br /> 4 Cavanaugh noted the properties in question are part of the Kenzie parcels which the City has <br /> 5 been interested in acquiring. He added the City's original vision was to acquire all the properties <br /> 6 and combining these lots and permitting such property rejuvenation goes against this vision. <br /> 7 Morrison stated the City's plan had been based on a"willing buyer willing seller" situation. <br /> 8 Cavanaugh stated if this was the case the City's vision for Kenzie Terrace should be abandoned <br /> 9 and the affected residents should be notified. Ranallo stated the City was concerned with <br /> 10 properties on Kenzie Terrace and not Lowry Avenue, as residents on Lowry Avenue were not <br /> 11 amenable to the home buyout proposition. Cavanaugh recommended a letter be sent to residents <br /> 12 on Lowry Avenue withdrawing the home buyout offer. <br /> 13 Mrs. Gibbs, 2617 Lowry Avenue,.stated that she and her husband own the property at 2621 <br /> 14 Lowry Avenue regardless of whether the Council approves the lot combination. She added it <br /> 15 would be to their advantage to have 1 mortgage. <br /> QMotion by Faust, second by Thuesen to approve the Declaration of Restrictions with regard to <br /> 17 2621 Lowry Avenue, Mr. and Mrs. Mark Gibbs, owners. <br /> 18 Motion carried unanimously. <br /> 19 Motion by Cavanaugh, second by Thuesen to direct the City Manager to draft a letter to Lowry <br /> 20 Avenue residents withdrawing the home buyout offer and clarifying that these properties are no <br /> 21 longer being considered for redevelopment by the City. <br /> 22 Motion carried unanimously. <br /> 23 3. Proposed Park Dedication Ordinance. <br /> 24 Bergstrom stated the proposed park dedication ordinance as written applies only to residential <br /> 25 property of an acre or more which is to be subdivided. He added the Commission discussed <br /> 26 whether other zoning districts should be included. He noted the Commission recommends that <br /> 27 the ordinance be adopted as written. <br /> 28 Ranallo noted that consideration of the 2nd reading of this ordinance will be before the Council <br /> 29 later in the meeting. <br /> o Cavanaugh asked whether the official Commission meeting minutes could be made available to <br /> the Council prior to the Council meeting, rather than the meeting synopsis currently provided. <br /> 32 Ranallo stated the minutes are not available that early, but a Commission representative could <br />
