City Council Meeting Minutes <br /> August 10, 1999 <br /> • Page 10 <br /> 1 Another concept is that developer or shopping center owners would construct the green space <br /> 2 based on City approval. Mornson stated that the architect for the shopping center has experience <br /> 3 in center redevelopment. Mornson encouraged the Council to review the architect's past <br /> 4 projects. <br /> 5 Mornson reminded the Council that a conditional use permit for Town and Country would be <br /> 6 forthcoming on the agenda at a future meeting. <br /> 7 Cavanaugh related that he had received telephone calls from residents about the possible sale of <br /> 8 motorcycles at the old Town and Country site. Mornson reminded the Council that retail sales <br /> 9 are a permitted use. <br /> 10 Mornson stated that more negotiations may take place regarding the last property on Kenzie <br /> 11 Terrace. Mornson informed the Council that union contracts are up for renewal as of December <br /> 12 31, 1999 and more information will be forthcoming on that issue at a later date. He will be <br /> 13 negotiating the contracts with the three unions over the next several months. <br /> 14 VIII. PUBLIC HEARINGS - None. <br /> IX. NEW BUSINESS. <br /> 16 A. Resolution 99-053, re: ISD 4282's Request to Construct a Fire Service Road on City <br /> 17 Property. <br /> 18 Motion by Cavanaugh, second by Thuesen to approve the request from ISD 4282, as a part of <br /> 19 their construction of a fire road, for rehabilitation of the City-owned service road located on the <br /> 20 west side of the St. Anthony/New Brighton Middle School at a cost to the City of$8,933.00. <br /> 21 Motion carried unanimously. <br /> 22 <br /> 23 B. Resolution 99-054, re: Deferment Requests for 1999 Special Assessments. <br /> 24 Motion by Faust, second by Thuesen to approve that the following special assessments for the <br /> 25 1999 Street Improvements Projects be deferred: <br /> 26 1) Marjorie M. Hirt $2,271.20 <br /> 27 2815 Wilson Street <br /> 28 St. Anthony, Minnesota 55418 <br /> 29 2) Ann E. Larson $3,295.21 <br /> 30 2813 Pahl Avenue <br /> 31 St. Anthony, Minnesota 55418 <br /> Motion carried unanimously. <br />
